The Measures stipulate the main responsibilities of food-related product producers and sellers and specific requirements for the entire production process control. Food-related product producers must establish systems such as raw and auxiliary materials control, key production link control, inspection control, and transportation and delivery control, and sellers must establish a food-related product purchase inspection system. The Measures also clarify the quality and safety traceability system, recall management system, and labeling management system.

The Measures stipulate a closed-loop supervision system covering pre-licensing, in-process inspections, and post-process punishments. Food-related product production licenses shall implement informed and commitment approval and routine inspections of full coverage; market supervision and management departments shall establish and improve the database of food-related product producers in their administrative regions, implement risk classification and supervision; implement food-related product quality and safety risk monitoring; clarify that administrative penalty information such as failure to pass the supervision and random inspection is recorded in National Enterprise Credit Information Disclosure System in accordance with the law.

The Measures establish a strict legal liability system for food-related products and clarify the legal liability for food-related products. If laws and regulations have not yet stipulated, penalties shall be added for violations of prohibited sexual acts of raw materials, violations of management systems and accident handling.

The Measures shall come into effect on March 1, 2023. Next step, the State Administration for Market Regulation will take the opportunity of promoting the implementation of the Measures to urge enterprises to fulfill their main responsibilities, improve their risk prevention and control capabilities, and effectively ensure the "safety on the tip of the tongue" of the people.
