Why do people from all walks of life who are not very proficient in law as jurors?

After the police arrived, they found that the matter did not violate the law and there was nothing they could do. He suggested that the man pull the woman out of the house.
Later, when I answered the call from my colleague's help, I found that the woman had a serious tendency to commit suicide. She carried out public welfare psychological counseling and conducted crisis intervention. During the consultation, after hearing the woman's statement, she was ready to commit suicide by jumping off the building. Moreover, a suicide has been committed.
If the man really pulled the woman out according to the police's advice at that time, instead of the timely intervention of me, a psychological counselor, there might be another tragedy in the world.
Later, I made suggestions through our Psychological Society, suggesting that the police station should strengthen the psychological training of connecting with police officers. Let the police identify the attempted suicide of the person who called the police, so as to make a prediction about whether the crisis intervention should be adopted later.
Passed the Lao Rongzhi case, I also suggest:
1. Staff of public security, procuratorial and judicial departments at all levels should strengthen their study of psychological knowledge.
2. The proportion of psychological counselors and psychologists should be increased in the ranks of people's jurors.
