The Regulations clearly state that people's governments at or above the county level provide policy support for promoting the green construction of postal industry packaging reduction, transit circulation, transportation emission reduction, and warehousing and energy saving. Postal enterprises and express delivery enterprises shall fully implement the relevant national regulations on carbon peak and carbon neutrality and establish and implement a carbon management system. Priority should be given to the purchase and use of green certified packaging products, and the reduction, standardization and circulation of mail and express packaging should be promoted in accordance with relevant national regulations. Priority should be given to the use of reusable and easy-to-recycle packaging materials to avoid excessive packaging and prevent waste and pollution of the environment.
If postal enterprises and express delivery enterprises use packaging materials that do not comply with national regulations or use toxic substances as filling materials, the postal administration department shall order the correction within a time limit; if the correction is not made within the time limit, a fine of not less than RMB 5,000 and not more than RMB 10,000 will be imposed.

In response to the fierce competition among the express delivery industry, the "Regulations" emphasize that if express delivery companies provide delivery services to operators within the e-commerce platform, the e-commerce platform operators shall provide them with necessary information and shall not use service agreements, transaction rules, technology and other means to make unreasonable restrictions or attach unreasonable conditions. Other express delivery companies shall not be prohibited or restricted from entering without a legitimate reason.

The Regulations point out that postal enterprises and express delivery enterprises should strictly implement the delivery packaging management system, purchase and use packaging materials that comply with national regulations, and the total amount of lead, mercury, cadmium, chromium and benzene solvent residues in the packaging materials used shall comply with national regulations. It is prohibited to use toxic substances as filling materials for express delivery.
Express delivery companies must compensate
For express delivery companies that arbitrarily change their delivery address or raise prices at will, the Regulations also restrict the bad behavior of express delivery companies to arbitrarily change their delivery address or increase their prices at will.
The Regulations emphasize that express delivery companies should deliver express delivery in accordance with the recipient's address, name (name) provided by the sender on the express waybill. The delivery address shall not be changed without the consent of the sender or the recipient, and the recipient shall not be notified to collect it by themselves or additional delivery fees shall be charged. With the consent of the recipient, express delivery companies may place express delivery on public service platforms such as express delivery boxes (counters), stations, and joint delivery points.
In terms of delivery period, the "Regulations" point out that express delivery companies organize delivery shall not exceed the service time limit promised to users. Express delivery in the same city exceeds the promised time limit for three days, and express delivery in other places and inter-provincial areas exceeding the promised time limit for seven days, and express delivery companies shall compensate in accordance with relevant regulations.
Express delivery companies provide at least two free delivery times for express delivery. If the express delivery that failed to be delivered twice due to the recipient's reasons and the recipient still needs to deliver it to the express company, the express company may charge an additional fee and shall inform the recipient of the charging standard in advance. If express parcels are delayed, lost, damaged or short of internal parts, the insured express parcels shall be determined in accordance with the insured rules agreed by the enterprise operating the express delivery business and the sender; for express parcels that have not been insured, the compensation liability shall be borne in accordance with the law.
Express delivery practitioners shall not engage in the following 10 behaviors
The Regulations stipulate that express delivery companies and their employees shall not engage in the following behaviors: 1. Leaking state secrets; 2. Violating national regulations, not implementing the collection and inspection system, not receiving and sending items that are prohibited or restricted from being delivered; 3. Colluding with each other to manipulate market prices, or providing express delivery services at a price lower than the cost without a legitimate reason, which will harm other express delivery companies, which will harm other express delivery companies. 4. Impersonate other people's names, brands, trademarks and corporate logos to disrupt market operation order; 5. Collaborate with e-commerce operators to make transactions and mislead users to consume; 6. Conceal, destroy, privately dismantle, violently sort express parcels; 7. Deliberately backlog, intercept, delay express parcels or refuse, delay or interrupt delivery services without reason; 8. Illegally provide others with information on users' express delivery business; 9. Ship official documents of state organs; 10. Other acts prohibited by laws and administrative regulations.
The Regulations require that postal enterprises and express delivery companies establish a confidentiality management system for user information, properly keep user information and other electronic data, destroy parcels and express waybills in accordance with regulations, and take effective technical means to ensure the safety of user information.
If user information leakage occurs or may occur, postal enterprises and express delivery enterprises shall immediately take remedial measures, report to the postal management department of the city (prefecture) where they are located, and cooperate with the relevant departments to conduct investigation and handling.
For the rest and leave of express delivery personnel, the "Regulations" also clearly state that express delivery companies should reasonably determine labor quotas and piece-based remuneration standards based on factors such as the average delivery quantity and labor intensity during normal labor hours of express delivery personnel to ensure the rest and leave rights of express delivery personnel.
