Express delivery companies provide at least two free delivery times for express delivery. Violating national regulations, not implementing the collection and inspection system, not receiving and sending items that are prohibited or restricted from being delivered; 3. Colluding with each other to manipulate market prices, or providing express delivery services at a price lower than the cost without a legitimate reason, which will harm other express delivery companies, which will harm other express delivery companies. 4. Impersonate other people's names, brands, trademarks and corporate logos to disrupt market operation order; 5. Collaborate with e-commerce operators to make transactions and mislead users to consume; 6. Conceal, destroy, privately dismantle, violently sort express parcels; 7. Deliberately backlog, intercept, delay express parcels or refuse, delay or interrupt delivery services without reason; 8. Illegally provide others with information on users' express delivery business; 9. Ship official documents of state organs; 10. Other acts prohibited by laws and administrative regulations.

The Regulations require that postal enterprises and express delivery companies establish a confidentiality management system for user information, properly keep user information and other electronic data, destroy parcels and express waybills in accordance with regulations, and take effective technical means to ensure the safety of user information.

If user information leakage occurs or may occur, postal enterprises and express delivery enterprises shall immediately take remedial measures, report to the postal management department of the city (prefecture) where they are located, and cooperate with the relevant departments to conduct investigation and handling.
