Special funds for infant care services under 3 years old referred to in these Measures refer to the special funds established by the municipal fiscal budget arrangement to support the development of infant care services under 3 years old.
subsidy projects include universal childcare service subsidies, community care support subsidies, and demonstration reward subsidies. Focus on supporting the following three aspects:
1. Support enterprises, institutions, social organizations, citizens and other social forces to build universal childcare institutions and provide universal childcare services;
2. Support community infant and child care service stations, family childcare points, early childhood development, family parenting and health guidance and other community care services;
3. Support the improvement and demonstration creation of infant and child care services.
general childcare service subsidies include general care position construction subsidies and general care position operation subsidies, which are jointly borne by the municipal and county finance departments at a ratio of 4:6.
1. Subsidy for general care positions
If the social forces have newly built and registered with the health department and provide general childcare services, a one-time construction subsidy will be given at the standard of 10,000 yuan per care position. The subsidy funds will be allocated in three years at a ratio of 4:3:3. The childcare institution (care position) will be terminated or removed, and the remaining annual subsidy funds will no longer be enjoyed. The "Implementation Opinions of the General Office of the Zhejiang Provincial People's Government on Accelerating the Development of Care Services for Infants and Toddlers under 3 years old" (Zhejiang Government Office [2019] No. 64) After the issuance, the newly built universal care positions that meet the conditions and operate normally will enjoy the construction subsidy for universal care positions.
Social Forces Kindergarten has newly opened nursery classes . Those who have completed the registration in accordance with the "Notice of the Office of the Zhejiang Provincial Department of Education and the Office of the Zhejiang Provincial Health Commission on Doing a Good Job in the Registration of Kindergarten in Zhejiang Province" (Zhejiang Education Office Basic Education [2022] No. 12), and provide universal childcare services, they will enjoy the same subsidy policy.
If you use the same place to have enjoyed subsidies or have enjoyed the degree reconstruction of kindergarten-related construction subsidies, or re-register due to changes in the organization, you will no longer have to re-issues; if you have enjoyed the central government's general childcare construction project subsidies, you can still apply for general childcare construction subsidies, but the total amount of subsidies at the national and municipal levels does not exceed 75% of the total investment of the project.
2. Operation subsidy for general care positions
If the social force-run childcare institution registered by the health department provides general care services during the period of existence, based on the actual number of childcare collections (not exceeding the maximum number of approved number of ranks of the institution), the general care position will be given as 300 yuan/person/month for large and mixed classes, 500 yuan/person/month for small and small classes, and 800 yuan/person/month for dairy classes, and a subsidy for general care positions will be given for three years (from the first month of enjoying the operation subsidy).

33. Community care service support subsidy. Coordinate the care service projects such as community infant and toddler care service stations, family childcare sites, early childhood development, family parenting and health guidance.
Municipal finance shall be based on the standard of the city's permanent population of no less than 0.5 yuan per person, and comprehensively consider the proportion of permanent population in various places to the city at the end of last year (A), the proportion of standardized community infant and young child care service stations to the city (B), the proportion of villages (communities) that standardize early childhood development and family parenting health guidance to the city (C), and the implementation of local fiscal funds (D--the proportion of the subsidy funds for community care service support in the city (3 county-level finance arranged community care service support subsidy funds in the city), and determine the total subsidy.

4. Demonstration reward subsidy. Appropriate rewards and subsidies will be given to the demonstration and promotion of infant and young children's care services in various places.
(I) For those who have been rated as national, provincial and municipal demonstration infant and child care service institutions, one-time rewards of 200,000 yuan, 150,000 yuan and 100,000 yuan will be given each (the same institution has a high subsidy).
(II) Each childcare comprehensive service center that undertakes the guidance, demonstration and radiation-driven functions of infant care services in the jurisdiction at the municipal and county levels will be given a one-time reward of 1 million yuan per child.
(III) A total of 1 million yuan will be given to districts (counties and cities) that have strong measures and have obvious results in promoting universal childcare services, which will be used to develop universal childcare services and improve the quality of infant and young child care services.
