Kuleba expressed the hope that a peace summit on the Ukraine issue would be held at the United Nations in February next year to resolve the Russia-Ukraine conflict. Kuleba said that the United Nations is the best and most appropriate place to hold a peace summit. The United Nations is the most prestigious international organization. Russia, Ukraine, the United States and all other countries are members of the United Nations. It is of course most appropriate to hold a peace summit in this authoritative international organization to discuss the Russia-Ukraine issue. At the same time, Kuleba also believes that the current Secretary-General of the United Nations, Guterres, is the most upright and fair, so he is the first choice to mediate the conflict between Russia and Ukraine and uphold justice in Ukraine. Ukraine hopes that Guterres can use his status as Secretary-General of the United Nations to convene a United Nations peace summit in February to discuss the Russia-Ukraine issue. When an Associated Press reporter asked whether Russia should be invited to participate in the summit, Kuleba directly and domineeringly stated that he did not want to invite Russia to participate unless Russia first went through an international court trial and attended the meeting as a war criminal.

Secondly, of course, it is also gradually deploying at the diplomatic strategic level to gradually squeeze Russia's activity space on the international stage. This is also what Kuleba wants to achieve. The reason why Kuleba proposed to convene a peace summit at the United Nations to resolve the Russia-Ukraine conflict more than 300 days after the conflict was because he discovered the facts. Although the United States and other Western countries have imposed sanctions on Russia, Russia is still an inseparable and indispensable important member of many international organizations around the world. It is really impossible to survive without Russia as a big country. The G20 summit is a typical example. Even though Ukraine continues to cry and beg, and the United States and other Western countries also put huge pressure on Indonesia, the G20 summit still invited Russian representatives to attend the Bali Leaders' Summit, which also shows that Russia still has a lot of room for diplomatic activities in international organizations.
This time Kuleba simply cut his salary. Not long ago, Ukraine proposed that when the Soviet Union collapsed, Russia defrauded Ukraine and deceived the world, using illegal means to obtain a seat on the United Nations Security Council. Now Ukraine should replace Russia as a permanent member of the United Nations Security Council. After creating this momentum, Ukraine then hoped to further weaken and suppress Russia's influence in the United Nations by convening a peace summit at the United Nations. What Kuleba wants to achieve is that although Ukraine currently cannot replace Russia and has nothing to do with Russia, it can gradually disgust Russia and gradually squeeze Russia's space for activities.

Third, convene a peace summit in the name of the United Nations. For Kuleba, regardless of whether it succeeds or not, whether it can pass an agreement binding on Russia, Ukraine thinks it has won. Under this situation, even if Kuleba praises Guterres as a rare figure in the sky and unique on earth, the actual situation must be taken into consideration. When the four permanent members of the United Nations Security Council are locked in internal strife, forcing a so-called peace summit and unilaterally judging Russia may ultimately lead to the United Nations' self-disintegration. After all, Russia is not an ordinary country, so Kuleba's proposal to convene a peace summit under the auspices of the United Nations actually posed a very difficult problem for Guterres.
Third, no matter whether Kuleba’s ideas will eventually become reality under the management of the United States and other Western countries, the meeting is just a meeting after all. If you want to really get the weight you want in the negotiations, you have to see the real results on the battlefield. With the conflict between Russia and Ukraine still unresolved, the United Nations hastily convening a so-called peace summit will only add fuel to the fire. If Ukraine wants to get what it wants, it will have to work harder on the front line, and if Russia wants to safeguard its security concerns, it can only fight to the death on the battlefield.
