In September 1939 He joined the Communist Party of China and served as an organizational member of the underground branch of the Chongqing United Central Committee in 1940. From September 1941 to February 1950, she worked underground in Nanchuan Ping'er Hospital, Jian Normal School Affiliated Primary School, Chaoyang University Law Department, Jiangjin Girls' High School, Chongqing Nan'an District and Yongchuan Underground Nanchuan County Committee, and served as a teacher, prosecutor, and judicial receiver. From February 1950 to August 1986, he worked successively in the Sichuan East Administrative District Committee, the Land Reform Committee, the Southwest Architectural College, the Southwest Branch of the Supreme People's Court, and the Southwest Institute of Political Science and Law, serving as a researcher, secretary, judge, associate professor, and professor. During his 50-year legal career, he participated in many major criminal investigations, compiled the " Criminal Investigation Science " textbook, participated in the compilation of "Legal Dictionary", "Criminal Law Dictionary" and "Legal Dictionary", and served as the " China Encyclopedia". He is the editor-in-chief of the "Criminal Investigation" sub-section of "Encyclopedia of Laws " and compiled and published three special collections of criminal investigation cases: "Homicide Cases Collection", "Theft Cases Collection" and "Fraud Cases Collection". Founded "Investigation" magazine and served as its first editor-in-chief. Professor Zhou Yingde was awarded the title of “National Outstanding Senior Jurist” by the China Law Society in 2012.
Professor Zhou Yingde devoted himself to the great cause of fighting the Japanese aggressors and national liberation in his youth. He continued to grow in the brutal struggle against the Japanese invaders and the Kuomintang reactionaries, and was a proven revolutionary warrior.
