In the fourth year of Yuanshi in the Han Dynasty (4 AD), Wang Mang set up " Xihai County " in the Triangle City of Haiyan County, which governed Haiyan, Gangcha and other areas. Later, due to the chaos of Wang Mang's usurpation of the government, the county was abandoned. Eastern Han In the 14th year of Yongyuan (102 AD), "Xihai County" was re-established (see "Xining Prefecture New Records" above). During the Jin Dynasty and the Sixteen Kingdoms (265-420 AD), Xiping County was established, and Haibei Prefecture was ruled by the Western Qin, Northern Liang and Southern Liang (see "Gansu General Draft"). In the fifth year of Daye in the Sui Dynasty (609 AD), after Emperor Yang defeated the main force of Fuyun, he set up "Xihai County". The county was mostly as high as Fuqi City, and Haiyan and Gangcha were still under the jurisdiction of Qi (see the Book of Sui). In the fifth year of Zhenguan in the Tang Dynasty (631 AD), Michuan County was established, which governed the Menyuan area. In the third year of Xianheng in the Tang Dynasty (672 AD), he only gave a bowl of turquoise in the south of the Haomen River. In the first year of Guangde in the Tang Dynasty (763 AD), Tufan occupied Qinghai, and Haibei Prefecture belonged to its territory (see "Gansu General Draft" above).
The Yuan Dynasty set up Tubo and other departments Xuanwei Department Marshal's Office, and Haibei Prefecture is under its jurisdiction. In the eighth year of Hongwu in the Ming Dynasty (1378 AD), the two guards of Anding and Arui were established. Haibei Prefecture is under the jurisdiction of the Two Guards. In the fourth year of Zhengde in the Ming Dynasty (1509 AD), the Mongolian Heshuote tribe Gushihan entered Qinghai from Xinjiang and unified the Mongolian Mongolian into 5 29 flags. Among them, there are 11 banners in Haibei, which are under the jurisdiction of Qinghai’s imperial envoy (station in Xining). At the same time, three cities were built, Datong (now Menyuan County), Baita (now Chengguan Town, Datong County), and Yong'an (55 kilometers northwest of Menyuan County). The "Datongwei" was established in the current Menyuan County, which governed Yong'an Camp and Baita Camp, which were under the jurisdiction of Xining Prefecture. In the ninth year of Qianlong in the Qing Dynasty (1744 AD), he moved to the Baita. In the 26th year of Qian in the Qing Dynasty (1761 AD), Wei was changed to county seat.
After Qinghai was established in the 18th year of the Republic of China (1929), the provincial government was established, and the provincial government bureau was established, including Tuoyuan County, Qilian County, and Haiyan Bureau (later changed to Haiyan County ), all of which were directly under the provincial government. In 1929, the north of the Dabanshan was set up. The Qilian area and Xianmi and Zhugu, which were originally from Xining Prefecture, were transferred to Menyuan County. In 1939, Qilian was established to establish a governing bureau. In 1943, Haiyan established a county. Gangcha is the jurisdiction of the Council of Jiaolan.
In 1949, Haibei was liberated and the Tuoyuan County Government was established. From 1950 to 1952, Haiyan County, Gangcha Administrative Committee, and Qilian Autonomous Region were established.
Haibei Tibetan Autonomous Region was established on December 31, 1953, with jurisdiction over the jurisdiction of the Tuoyuan Hui Autonomous Region (station in Haoyi Town), Qilian County (formerly Qilian Autonomous Region was reorganized and stationed in Babao Temple), Gangcha County (formerly Gangcha District was reorganized and stationed in Shaliuhe), Haiyan County (formerly Haiyan County Tibetan Autonomous Region was restored to a county and stationed in Triangcha City), and the Autonomous Region People's Government was stationed in Haoyi Town, Tuoyuan County. In 1955, Haibei Tibetan Autonomous Region was reorganized into Haibei Tibetan Autonomous Prefecture , and Tuoyuan Hui Autonomous Region was reorganized into Tuoyuan Hui Autonomous County.
In July 1993, the resident moved to Xihai Town, Haiyan County. On January 11, 1995, the State Council approved (Guohan [1995] No. 2) to agree that the Haibei Tibetan Autonomous Prefecture People's Government station was moved from Haomen Town, Menyuan Hui Autonomous County to the former 221 Factory Base of Haiyan County (i.e., Xihai Town ). In 1999, the province had four counties (Menyuan, Qilian, Gangcha, and Haiyan County), three counties ( Tole Ranch , Qinghai Lake Farm, Tongbao Ranch), and 34 townships (including 19 animal husbandry townships and 3 town governments).
March 5, 2001 Qinghai Provincial People's Government Qingzheng Letter [2001] No. 15: ① Revoke the two townships of Duolong and Mole in Qilian County, merge to establish Mole Town; revoke Ebao Township , and establish Ebao Town . ② The two townships of Dongchuan and Ketu in Menyuan County were abolished, and the Dongchuan Town were merged; the two townships of Hantai and Quangoutai were abolished, and the merging was established and named Quankou Town (the town government is located in the original Hantai Township ); Datan Township was abolished, and the merging was merged into Qingshizui Town . ③ Yintan Township, Haiyan County was abolished and established and named Triangle Town (the town government is located in the original Yintan Township ). ④ Shaliuhe Township, Gangcha County was abolished and Shaliuhe Town was established. At the end of 2001, the province had 10 towns, 18 townships, 3 ethnic townships, 6 neighborhood committees, and 206 village (animal) committees.
In July 2004, Gangcha County district division adjustment was adjusted: , Hargai Township was abolished and Reshui Town was established.
In August 2006, Haibei Prefecture: The total number of townships has been adjusted from 32 (11 towns and 21 towns) to 30 (11 towns and 19 towns).
Haiyan County: Ganzihe Township and Tole Mongolian Township were abolished, and Dayu Mongolian Township (the township government stationed in the original Ganzihe Township).
Qilian County: Kekeli Township is abolished and incorporated into Yeniugou Township .
Gangcha County: Reshui Town is renamed Hargai Town .
