In 1957, the Qaidam Basin Working Committee was abolished and the Qaidam Basin Administrative Committee was renamed. It still governed the Mangya, Golmud, Tanggula Mountain (located in hot springs), and Mahai4 working committees.  In 1959, the People's Committee of Haixi, Mongolia and Tibetan Kazakh Autonomous Prefecture and the Qaidam Administrative Committee jointly operated in Dachaidan . The tea card working committee was abolished and the , Wulan County (located in Xiligou); the county-level temporary working committee of Lenghu City (located in Lenghu).   In 1965, Golmud City was abolished and Golmud County was renamed. Haixi Mongolian and Tibetan Kazakh Autonomous Prefecture has four counties: Ulan (located in Xiligou), Dulan (located in Chahan Wusu), Tianjun (located in Xinyuan), and Golmud. In April 1966, the prefecture was moved from Dachaidan to Delingha .
 In May 1984, according to the minutes of the symposium of the Qinghai and Xin provinces (regions), all Kazakhs and Hitchen people in the prefecture moved back to Xinjiang. Among them: 135,897 people in Golmud City, 83,585 people in Delingha City, 36,015 people in Ulan County, 57,670 people in Dulan County, 18,927 people in Tianjun County, Dachaidan (4,405 people in Dachaidan Town, Xitieshan Town, 3,431 people in Yuka Township, 1,105 people), Lenghu (2,185 people in Lenghu Town), Mangya (11,131 people in Huatugou Town, Mangya Town, 5,213 people in Gas Township, 164 people).

  On August 9, 2001, Qingzheng Letter [2001] No. 81 of the Qinghai Provincial People's Government approved: Golmud City established the Dongcheng Administrative Committee, the Xicheng Administrative Committee and the Charhan Administrative Committee as the dispatched agencies of the Municipal People's Government. At the same time, the implementation of Document No. 21 of Qingzheng Letter [1997] was stopped.
 At the end of 2002, Haixi Prefecture had 3 streets, 14 towns, 27 towns, 263 village (animal Husbandry) committees, and 32 neighborhood committees.
