Shoal (James Shoal)" is said to commemorate the British explorer Sir James Brooke. In 1841, he assisted the Sultan of Brunei in suppressing the rebellion and was named Governor of Sarawak, and then declared independence and founded the Brooke Kingdom. Because Zengmu Shoal was close to Sarawak region, so the British named it. And Zengmu is the transliteration of James, so the Chinese official name was Zengmutan.

In 1983, China sent two fleets to set off from and Zhanjiang , passing through the Paracel Islands, Nansha Islands, Zengmu Shoal and other places. The Chinese warship was in Zengmu Shoal for the first time. The anchor was dropped and the sovereignty stele was thrown to declare China's sovereignty over Zengmu Ansha. This is also the first time that the Chinese military has taken actual actions to declare sovereignty to the world in Zengmu Ansha.
In 1984, the South China Sea Institute of Oceanology, Chinese Academy of Sciences conducted a special investigation on Zengmu Shoal, and finally got a detailed understanding of Zengmu Shoal. It is confirmed that the Zengmu shoal covers an area of 2.12 square kilometers, shaped like a spindle, and the shallowest water depth is more than 17 meters (the average water depth of the Bohai Sea in China is 18 meters).
At that time, scientists at the Chinese Academy of Sciences also discovered that there were two separate shoals to the south of the Zengmu Shoal-the Eight Immortals Shoal and the Site Shoal. The straight-line distance from Zengmu Shoal is 550 kilometers, but it is only 58 kilometers away from the Yaxi Shoal in the territorial waters of Malaysia.
