According to www.business-standard.com on September 14, the Cellular Operators Association of India (COAI) requires a law to be formulated to address the needs of “convergence” of various digital services, including telecommunications connections, transmission of broadcast content and the use of OTT communication services provided by any technology or network (including satellite-based communication networks).
Telecommunications industry agencies responded to a consultative document from the Ministry of Telecommunications, which aims to review existing legal and regulatory provisions for the management of telecommunications.

Indian Cellular Operators Association (COAI) proposed that the result of this consultation process should be "the convergence of laws and regulations for the development of broadcasting and IT for telecommunications (including terrestrial and satellites) and to solve legal and regulatory issues related to data privacy and related security issues."
Indian Cellular Operators Association (COAI) said the industry's technical and digital prospects are very dynamic. Therefore, the law should prevent problems before they occur as much as possible to meet the requirements of rapidly changing technology and industry trends.
"So it is necessary to ensure a level playing field between all technologies, for example, the same services, the same OTT communication service rules." It noted in the submitted document.
