According to reports, from 0:00 to 17:00 on October 30, 6 new local new positive infections of the new coronavirus in Harbin were added. Since the outbreak of this epidemic, Harbin City has reported a total of 18 local new coronavirus positive infections, including 13 cases of customs related to the bungalow, and 5 cases of Suihua return to Harbin. The "1027" bungalow has involved 13 cases, accounting for 72.2%. Fourth, there are more confirmed cases among the positive infections that have been diagnosed than asymptomatic infections, and the number of confirmed cases accounts for 57.1% of all cases.
As of now, There are two transmission chains in this epidemic :
First, people who arrived in Kazakhstan from other places tested positive for nucleic acid in home isolation, and then the nucleic acid test for their people living together was positive;
2, the epidemic was related to the epidemic in the "1027" bungalow, and the first case was found during the screening of key personnel. Then, the same dormitory, same team, and people living together had the disease one after another, involving a total of 13 cases.

Measures to deal with the epidemic
Faced with the complex and severe epidemic situation, the Municipal Party Committee and Municipal Government have always implemented the important instructions of General Secretary Xi Jinping on epidemic prevention and control work and the requirements of the State Council’s joint prevention and control mechanism. In accordance with the deployment of the provincial party committee and provincial government’s epidemic prevention and control work, we insist on fast first, manage first and then screen, and handle emergencies efficiently. We have mainly done the following work:
First, we are to quickly start emergency response. Since the positive infection was found, the city and district commands have immediately entered a state of emergency and quickly dealt with various epidemics. Implement flat management, coordinate the allocation of resources, and maximize the efficiency of epidemic response. Up to now, 6,699 hotel rooms have been quarantined. At the same time, cadres are dispatched to the community to strengthen grassroots forces and provide strong guarantees for epidemic prevention and control.
The second is to quickly upgrade flow investigation troubleshooting. Adhere to the principle of "early, fast, accurate, strict, meticulous and practical" to screen risky personnel to the greatest extent. Through the combination of "active investigation + big data + collaborative investigation of work orders + active reporting", we will check the itinerary trajectory of positive infected people and the risky people who may be in contact with them. As of 17:00 on October 30, a total of 23,354 close contacts in were investigated and determined, 6,149 close contacts with close contacts, and 10,227 people involved in the epidemic risk were found. All of them have taken corresponding control measures in accordance with the requirements of the ninth edition of the prevention and control.
The third is to quickly control the risk area.After comprehensive analysis by experts, the risk area and temporary control area are designated based on the risk level of the activity venue of positive infections. As of 17:00 on October 30, the city currently has 6 medium and high-risk areas and 2 temporary control areas. In the future, the risk area will be dynamically adjusted at any time according to the changes in risk, and efforts will be made to reduce the gathering of people, prevent cross-infection, and block the spread of the epidemic.
Fourth is to quickly publish case information and trajectory. Starting from October 28, the activity trajectory of positive infections is announced every day. Here, I also ask the general public to keep an eye on it, reminding people who have had a history of contact with the case or have intersections and overlaps in activity trajectories during this period, quickly take personal protection, immediately call the community or local epidemic prevention and control department, do not go out, and cooperate with staff to carry out epidemic prevention and control measures such as epidemiological investigation and investigation, nucleic acid testing, etc.
Reminder precautions
Recently, the epidemic situation in China and our city has been severe and complicated, indicating that the epidemic prevention and control cannot be relaxed at all times. In this regard, I hope that the general public will pay attention to the following matters:
First, reduce non-essential travel. Those who really need to leave Harbin must hold a negative nucleic acid test certificate within 48 hours and pass with the green code of "Longjiang Health Code". People who arrive and return to Kazakhstan outside the city must hold a negative nucleic acid test certificate within 48 hours, and implement nucleic acid testing in accordance with the principle of "voluntary, free, pick-and-go, and no restriction of movement".
