According to the Ningxia Daily client, on the morning of June 14, the first plenary session of the 13th Committee of the Ningxia Hui Autonomous Region of the Communist Party of China was held in Yinchuan.
After secret balloting, the plenary session elected members, secretary and deputy secretary of the Standing Committee of the 13th Committee of the Ningxia Hui Autonomous Region of the Communist Party of China.
Liang Yanshun, Zhang Yupu, Chen Yong, Ai Juntao, Lei Dongsheng, Li Jinke, Shi Dai, Ma Hancheng, Chen Chunping, Mai Yanzhou, Guo Jianjun , Zhao Xuhui and Wang Gang were elected as members of the Standing Committee of the Autonomous Region Party Committee, Liang Yanshun was elected as Secretary of the Autonomous Region Party Committee, and Zhang Yupu and Chen Yong were elected as Deputy Secretary of the Autonomous Region Party Committee.

13 people, 4 have doctoral degrees, among which Liang Yanshun and Chen Chunping are doctoral degrees in economics, Zhang Yupu are doctoral degrees in management, and Lei Dongsheng are doctoral degrees in law.
In addition, there are 4 new faces in the list of the new Autonomous Region Party Committee Standing Committee: Chen Chunping, Guo Jianjun, Zhao Xuhui, and Wang Gang.
Chen Chunping, from Qidong, Hengyang, Hunan. In 1995, after graduating from the Master of Trade Economics at Renmin University of China, he worked in the National Supply and Marketing Cooperative, the Ministry of Finance and other departments; in 2011, during his tenure at the Ministry of Finance, he participated in the aid to Xinjiang and served as deputy director of the Xinjiang Finance Department; in 2014, he served as deputy secretary of the Urumqi Municipal Party Committee; in 2015, he served as inspector of the Ministry of Finance’s Office in Xinjiang. In 2017, Chen Chunping came to Ningxia and served as the director of the Autonomous Region Finance Department. In 2018, he also served as the secretary of the Party Committee of the Finance Department. In May 2021, Chen Chunping was promoted to Vice Chairman of the Ningxia Autonomous Region Government.
The other two new faces, Zhao Xuhui and Wang Gang, are both Ningxia cadres and have worked in Ningxia for a long time.
Zhao Xuhui, born in August 1968, is from Zhongwei, Ningxia. After graduating from Xi'an Metallurgical and Architecture College in 1991, he worked in Ningxia Metallurgical Corporation. He entered the government system in 1997 and served as deputy director of the Autonomous Region Economic and Information Commission in 2009. Since 2011, Zhao Xuhui has worked in Guyuan City , Ningxia Autonomous Region Environmental Protection Department, Economic and Information Commission, and Autonomous Region Industry and Information Technology Department. In March 2021, he has served as the mayor of Yinchuan until now.
Wang Gang, born in September 1969, is from Wu Zhong, Ningxia. After graduating from the Animal Husbandry Department of Beijing Agricultural University in 1991, he worked in the Ningxia Animal Husbandry Bureau, the Organization Department of the Party Committee, and the Civil Affairs Department.
Upstream News reporters noticed that before, Zhao Xuhui and Wang Gang had worked together in Guyuan, Ningxia for more than two years. From October 2012 to April 2015, Zhao Xuhui served as member of the Standing Committee of the Guyuan Municipal Party Committee, executive vice mayor, deputy secretary of the Municipal Party Committee, and secretary of the Municipal Party Committee Political and Legal Affairs Committee, while Wang Gang served as member of the Standing Committee of the Guyuan Municipal Party Committee and Minister of Organization.
In March 2021, Wang Gang became the Secretary of the Shizuishan Municipal Party Committee until now. He is also the only top leader of the prefecture-level city among the newly elected member of the Standing Committee of the Autonomous Region.
There is also a new face, Guo Jianjun, born in December 1965, from Lushan, Pingdingshan, Henan Province, and is a "army-soldier standing member". Public information shows that he has worked in Gansu, Qinghai and other places. In July 2015, Guo Jianjun was promoted to major general as the director of the Political Department of the Qinghai Provincial Military Region. Currently serving as the political commissar of Ningxia Military Region. Among the
13 people, there is one female member of the Standing Committee, Shi Dai. At present, Shi Dai serves as a member of the Standing Committee of the Ningxia Party Committee and Minister of the Organization Department. There are 5 members of the Standing Committee of the Ethnic Minority, including 3 members of the Standing Committee of the Hui ethnic group, namely Zhang Yupu, Ma Hancheng and Mai Yanzhou, and 2 members of the Standing Committee of the Manchu ethnic group, namely Chen Yong and Li Jinke.
