I worked in Linli County from the end of 1989 to July 1992. At that time, Linli County had 18 townships and a population of 420,000. Among them, Fenghuo Township is located in the lower reaches of the first-level tributary of Lishui . There are no embankments along the river in history. In July 1991, the average rainfall in the Lishui River Basin reached 485 mm, more than 7 times that of the same period in many years, and the entire basin exceeded the warning water level completely. Due to the backflow of the Lishui River and the sharp rise of the Daoshui River, Fenghuo Township was once again in dire straits. At that time, Comrade Chen Bangzhu, Comrade Sun Wensheng, Deputy Secretary of the Provincial Party Committee, and Comrade Wang Keying, Vice Governor, all visited the disaster to inspect the disaster and comforted the victims. In the early 1990s, Linli County was at the forefront of the province in all aspects, and was known as the " Linli phenomenon" and the "all-round champion". The county finance also had a few remaining money and rice left. At that time, when the country did not give a penny, we devoted our county’s financial resources, promoted the county’s people’s strength, worked hard, and started to work hard. I, the main responsible persons of the county government, county armed forces department, and the responsible persons in charge of agriculture and water conservancy, went to the embankment construction site to eat, live and work with farmers. The county party committee called on the whole county to mobilize and assembled 100,000 troops to build dikes, accounting for one-quarter of the county's total population. Suddenly, the 15-kilometer beacon embankment was filled with people, red flags were waving, and traffic was rushing. Many people said: Linli County has returned to the era of building Qingshan Water Wheel Pump Station .
There have been many heroic and exemplary deeds in the construction of Fenghuodi dams. There are young people who postponed their wedding dates, elderly people who drove a fat pig to comfort migrant workers, lesbians who unfortunately sacrificed their wives to replace the worker, and more than 20 science and technology bureaus used the saved "three public" funds to build the embankment...
From October 15 to November 15, 1991, after more than a month of hard work, the 15-kilometer Beacon Dike embankment was basically completed, completing more than 1.4 million cubic meters of earth and stone, and the county raised more than 13 million yuan. Seeing this great cause of self-reliance and hard work, Comrade Xiong Qingquan, then secretary of the provincial party committee, happily wrote the big words "Beacon Dike Project". I was moved by the construction site scene and wrote a poem at that time:
