At 10:00 am on October 1, 1961, Chairman Mao attended the celebration of the 12th anniversary of the founding of the People's Republic of China held in Tiananmen and inspected the mass parade. In the evening, Beijing was a little chilly. Chairman Mao put on his windbreaker and watched the fireworks and the masses party at the Tiananmen Gate Tower. He also met with delegations from the delegations of Albania , Poland , Hungary and other countries who visited China. On the same day, Chairman Mao also met with the first or new ambassadors to China, including Cuba , Ghana, Guinea, Democratic Republic of Germany, Mali , Nepal , Albania, Sweden , Romania , Algeria and other ten countries.
From January 14 to 18, 1961, Chairman Mao presided over the Ninth Plenary Session of the Eighth Central Committee of the Communist Party of China and called on Daxing the style of investigation and research. This meeting officially approved the eight-character policy for adjusting the national economy . After the meeting, three investigation teams were organized and led to conduct in-depth investigations and research in rural areas of Zhejiang, Hunan and Guangdong. From May 21 to June 12, Chairman Mao presided over a work meeting of the Central Committee of the Communist Party of China to discuss and revise the "Regulations on the Work of Rural People's Communes (Draft)" (i.e. Article 60 Agriculture ). It stipulates that the supply system will be abolished; whether to run a canteen will be completely decided by members. From August 23 to September 16, Chairman Mao presided over a working meeting of the CPC Central Committee in Lushan to discuss issues such as industry, grain, finance and trade, and education. The meeting emphasized the practical implementation of the eight-character policy of adjusting the economy. On September 29, it was proposed to "three levels of ownership, team-based" and delegate the basic accounting units of rural people's communes to the production team.
