In September 1954, Chairman Mao announced in his opening speech at the first session of the First National People's Congress of : He will prepare to "build our country into an industrialized great country with a high degree of modern culture" within several five-year plans. Premier Zhou clearly pointed out in the "Government Work Report" delivered by the Congress: "my country's economy was very backward. This is the earliest term for the "four modernizations" and the initial conception of modernization construction by older generation revolutionaries such as Mao Zedong and Zhou Enlai.
