Recently, Sanya City issued the "Sanya City New Energy Vehicle Battery Swap Model Application Pilot Construction Plan", proposing to steadily carry out the application promotion of battery swap mode, explore and practice application scenarios of various types of battery swap vehicles, build a "charging and swap complementary, coordinated development" station spatial layout, promote the aggregation of various industrial factors, and further optimize the city's battery swap industry development ecology.
Main target
◆ During the pilot period, 4,500 battery swap vehicles were promoted, including 3,500 in the social operation field and 1,000 in the private field.
◆ During the pilot period, 25 battery swap stations were completed, of which 10 were completed in 2022 and 15 were completed in 2023.
◆ Actively lay out the downstream application technology system of the battery swap industry, encourage government, enterprise, academic and research to carry out joint research on battery swap technology, and through promotion and verification of different battery swap technology routes, we will find the new energy vehicle battery swap method suitable for Hainan's high-heat and high-humidity environment.
Main tasks
01 accelerate the promotion and application of battery swap vehicles in various fields
◆ During the pilot period, the proportion of new energy battery swap vehicles added and replaced by new energy battery swap models by party and government organs and state-owned enterprises and institutions at all levels in the city shall not be less than 30% of the annual replacement ratio.
◆ The proportion of new and replaced battery replacement versions of cruising taxi models that are not less than 80% of the total annual replacement ratio.
◆ The annual promotion proportion of new and replaced battery replacement version online car-hailing should not be less than 20% of the annual promotion proportion of new energy online car-hailing; the proportion of new and replaced battery replacement version rental car-hailing should not be less than 50% of the annual promotion proportion of new energy rental car.
◆ Encourage new and replaced lightweight logistics vehicles and medium and heavy trucks in the city to give priority to the use of battery replacement models, and a total of 200 promotion targets will be formulated during the pilot period.
◆ During the pilot period, the goal of promoting a total of 1,000 vehicles in the private sector will be achieved.
02 Strengthen the construction guarantee of battery swap stations
◆ Rationally carry out site selection planning for battery swap station construction, strive to complete the construction goal of 25 battery swap stations during the two-year pilot period, and plan a star line that integrates tourist landscape and battery swap characteristics.
◆ Encourage battery swap operators to jointly build battery swap stations with gas refueling stations, include the construction requirements for jointly built battery swap stations in the land supply conditions, and include the land for battery swap stations in the scope of public facilities business outlets; for the existing and power capacity increase and there is difficulty in building battery swap stations and there is a demand for battery swap stations, scientifically plan the construction land for public battery swap facilities within a reasonable range in the surrounding area.
◆ Encourage the cooperation of complete vehicles, battery swap facilities service operations, travel services and other enterprises to promote the professional development of battery swap services; encourage enterprises to effectively merge and reorganize, and increase the concentration of industry; give priority to supporting the construction of shared battery swap stations compatible with multi-brand, photovoltaic energy storage, and integrated charging and swap.
03 Extend the industrial chain
◆ Attract "whitelist" enterprises with large-scale recycling and utilization capabilities to spread to Sanya, and arrange certain scale funds as a guide fund for the development of retired power battery utilization industry, focusing on the construction of demonstration projects for power battery recycling and utilization demonstration projects and factor support.
◆ Joint battery swap market entities to plan to introduce "battery banks" and give rewards according to relevant introduction policies; fully tap the potential of social capital, explore the necessary support and clarify the capital structure of battery banks through provincial and municipal finance, government industrial investment, state-owned enterprise investment, etc.; commercial banks provide a certain amount of financial credit based on the initial investment amount of the "battery banks" market entities, and provide exclusive loan interest rate discounts.
◆ Encourage battery swap operation companies and power companies to establish close strategic cooperation relationships, study interactive solutions for battery swap infrastructure to participate in power grid regulation; guide the coordinated development of battery swap infrastructure and power system, promote battery swap stations to participate in market-oriented power transactions, and achieve efficient interaction between battery swap stations and power grids.
04 Strengthen R&D innovation and technology promotion
◆ For relevant entities that organize the research and development of special projects for battery swap technology during the pilot period, no more than 50% of the total R&D funds for the project will be provided with funding support no more than 500,000 yuan in a single project, and the total annual support funds will not exceed 1 million yuan.
◆ For battery swap technology patents authorized by National Intellectual Property Office during the pilot period, a cash reward of 2,000 yuan/5,000 yuan/10,000 yuan will be given according to the patent application category (design application, authorized/utilatory patent application, authorized/invention patent patent, authorized), and a cash reward of 2,000 yuan/5,000 yuan/10,000 yuan (up to 10,000 yuan) will be given respectively for the successful investment in the engineering index/ scientific citation index and higher-level academic paper project teams during the pilot period. The total annual reward funds shall not exceed 400,000 yuan.
◆ Encourage local and group standards to be tried first in our city, make a good overall planning of the professional technical review procedures for the battery swap industry in Sanya from pilot to popularization of social applications, and accelerate the practical application of unified standards such as battery swap models, battery swap equipment, and battery swap station construction.
05 Strengthen the monitoring and management of battery swap operations
◆ Include all the city's new energy battery swap cars and battery swap station operation information into provincial platform management to realize real-time control of the driving status of battery swap vehicles, vehicle information, user management, safe operation of battery swap stations, total electricity consumption, price management and circulation management, and the municipal finance will provide certain annual operation and maintenance funding support.
◆ Implement the security responsibilities of all parties in accordance with the principle of "whoever owns the ownership management rights belongs to the security responsibility."
◆ Prepare an evaluation report on the promotion and implementation of the battery swap model based on annual units, summarize the lack of annual promotion experience, and reasonably revise the work promotion task goals for the next year.
06 Strengthen policy support
◆ The cruising taxis and medium-heavy truck battery replacement demonstration projects that successfully applied for key application fields from January 1, 2021 to December 31, 2022 will be rewarded 2 million and 4 million yuan at one time respectively. The city is encouraged to actively apply for provincial rewards for qualified battery replacement cruising taxis and medium-heavy truck demonstration application projects.
◆ For battery swap stations that have passed the acceptance from January 1, 2021 to December 31, 2022 and connected to provincial platform supervision, a one-time construction subsidy of 15% of the project equipment investment will be provided, and the subsidy funds will be borne by the province and city at a rate of 1:1. The adjustment of the subsidy standards for battery swap stations in 2023 will be implemented in accordance with relevant provincial policies.
◆ For actual users of battery swap version new energy vehicles purchased in Hainan Province and registered for the first time in Sanya City during the pilot period, in addition to the provincial charging fee subsidy, a single vehicle will be given an additional 6,000 yuan in battery swap subsidy; for battery swap users who purchased and met subsidy requirements from September 17, 2022 to March 31, 2023, the subsidy standard will be implemented in accordance with the "Sanya City Action Plan for Coordinating Epidemic Prevention and Control and Promoting Economic Growth".
