The administrative level of ordinary universities in China is somewhat similar to that of prefecture-level cities. Generally, the administrative level of 211 universities is at the department level, which is as large as that of prefecture-level cities. However, in China, there are general ones and special ones. The vast majority of 985 universities in 211 universities have been upgraded to the vice-ministerial level. There are 39 985 universities in the country. Except for the National University of Defense Technology, as a military academy, 31 of the other 38 985 universities are deputy ministerial universities.
Dalian University of Technology became the latest and last batch of vice-ministerial universities in December 2003. This means that as the mayor of Dalian, the administrative power itself will be greater than that of other ordinary prefecture-level mayors. If we consider that as an important port, industry, trade, finance and tourism city in my country, Dalian City has a permanent population of more than 7.45 million and an area of more than 12,500 square kilometers, the total amount of GDP exceeds 780 billion yuan, we will realize that the mayor of Dalian City far exceeds the administrative power of the president of Dalian University of Technology in terms of the region, population, economic scale and other aspects governed by administrative power.
Therefore, as well as a deputy ministerial-level leading cadre, it is obvious that the mayor of Dalian City has greater administrative power.
