The government selects varieties and clarifies the procurement quantity. Pharmaceutical companies require pharmaceutical companies to quote specific drug quantity, and require pharmaceutical companies to lower the price of drugs, exchange quantity for price, small profits and quick turnover, and exchange low prices for sales, so that the people can use lower-priced drugs and medical consumables.
Channel County First People's Hospital Deputy Director Hou Zhonghua said that the centralized volume-based procurement of drugs and high-value consumables is closely related to medical care and medical insurance, and is closely related to the patient's personal interests, rights protection, and physical health. In recent years, the county’s Medical Insurance Bureau has made great efforts to actively promote the centralized volume procurement of drugs and high-value consumables. For drugs with large consumption, high prices and good quality, through centralized volume procurement, the problems of patients’ difficulty and high cost of medical treatment have been solved.
It is understood that since the national centralized volume-based procurement work was launched in the channel, the First People's Hospital of Tong County has actively implemented the centralized volume-based procurement policy for drugs and medical consumables, and has always adhered to the breakthrough point of implementing centralized volume-based procurement of drugs, and has promoted centralized volume-based procurement of drugs in a normal and institutionalized manner, effectively reducing the burden on patients for medical treatment.
"Before the purchase of volume, acarbose was more than 1 capsule. After the purchase of volume, the cost of one capsule was only about 0.1 yuan. For patients with diabetes , the annual cost has dropped from more than 500 yuan per person a year to about 130 yuan a year, saving about 370 yuan for patients, which will be a huge expense in the long run." From the "quality improvement and price reduction" of commonly used drugs for chronic and severely ill patients to "improve quality and reduce prices" of high-value medical consumables such as heart stents and to help alleviate the "expensive medical treatment". The price reduction of drugs and medical consumables brings the most direct and practical discounts to the people, and at the same time, it also reduces the operating costs of hospitals.
Hou Zhonghua said: "According to approximate data statistics, through centralized volume-based procurement, the hospital's annual expenses will save nearly 10 million yuan. In terms of medical insurance reimbursement, according to the previous proportion, it will save nearly 70 to 800 million yuan. Centralized procurement is of great help to the rational use of medical insurance funds."
Since 2019, under the promotion of the county medical insurance bureau, the county's medical institutions have actively participated in the centralized volume-based procurement of drugs and high-value consumables. Up to now, the procurement batches have reached 22 batches, with 476 drug varieties, with an average decrease of more than 54%, and a maximum decrease of 59%. The drug range covers common clinical diseases and chronic diseases such as antibiotics, , antivirals, antitumors, tuberculosis, tuberculosis, diabetes, hypertension, ; various medical consumables purchased, including 11 high-value consumables and 6 low-value consumables, with an average price reduction of more than 85%.
