In order to further deepen the reform of county decentralization and empowerment, continue to stimulate the vitality of county development, and accelerate the promotion of high-quality development of county economy , with the approval of the provincial government, the following opinions are put forward, please conscientiously implement them.

1. Grant counties (cities) more economic and social management rights. summarizes and sorts out the power needs of counties (cities) through bottom-up and top-down combination, focuses on promoting county economic development, improves grassroots governance, and better serves the people, and gives county (cities) the second batch of 86 economic and social management authority. At the same time, two items that lack acceptance conditions in the first batch of decentralized authority will be recovered. All localities should do a good job in decentralization, transfer and undertaking the second batch of powers granted to counties (cities) by the Henan Provincial Committee of the Communist Party of China on Issuing Several Opinions (Trial) of the Henan County Economy under the New Development Pattern (Yufa [2021] No. 23) and the "Notice of the General Office of the Henan Provincial People's Government on Strengthening the Follow-up Work of Decentralization and Empowerment Reform" (Yuzheng Office [2021] No. 70), and the second batch of decentralization, transfer and undertaking of the authority granted to counties (cities) must be completed before December 31, 2022.

2. Further strengthen business training. The relevant departments at the provincial and municipal levels should follow the principles of "training first and then handing over" and "who is delegated, who is trained", and do a good job in business training by holding training classes, holding video conferences, on-site guidance, and follow-up learning. The training work must be completed before December 31, 2022. It is necessary to establish a normalized training mechanism and include decentralized government service matters in the department's annual training plan . In principle, business training is arranged at least twice a year to ensure that staff are trained first and then take up their posts, and are familiar with relevant policies, regulations, business processes, operating methods, etc.

3. Accelerate the promotion of access to the Internet in the hall. Government service matters delegated by must be entered into the government service hall in accordance with the principle of entering the government service. Relevant provincial departments should strengthen their connection with the Provincial Administrative Approval Government Information Management Bureau and promptly apply for adjustment of the "Basic Catalogue of Government Service Matters in Henan Province". The Provincial Administrative Approval Government Information Administration will uniformly release the list of adjustments to the basic catalog of government service matters. All localities must do a good job in connecting the work, and the relevant adjustments must be completed before December 31, 2022. Relevant provincial departments should promptly open relevant network ports to counties (cities) and ensure that they should be opened as much as possible; if they really cannot be opened, offline processing channels should be opened, offline processing procedures should be optimized, and business processing should be ensured smoothly.

4. Adjust the list of rights and responsibilities in a timely manner. The Provincial Party Committee Organization Department should guide local organization departments to further clarify the responsibilities of departments involved in reform in accordance with the requirements of consistent rights and responsibilities, and timely adjust the list of rights and responsibilities of departments involved in reform at the municipal and county levels, and publish it on the government portal website. The adjustment and publication of the list of rights and responsibilities must be completed before December 31, 2022. If relevant authority is cancelled due to the amendment of laws, regulations or departmental regulations, relevant provincial departments must promptly report to the Provincial Party Committee Organization Department for filing.

5. Continue to strengthen follow-up supervision. Relevant provincial departments should guide lower-level departments to clarify the subsequent supervision responsibilities of delegating authority and clarify the boundaries of supervision responsibilities at the provincial, municipal and county levels. County levels must conscientiously fulfill their main responsibilities, while provincial and municipal levels must fulfill their responsibilities of supervision, guidance and service, so as to delegate power but not responsibilities and not lack supervision. We must innovate supervision methods, adopt "double random, one public" and other methods to strengthen supervision in key areas, and promptly detect and correct violations.
