In order to further improve the social insurance subsidy for flexible employment personnel in Qingcheng County, according to the relevant provisions of the "Gansu Province Employment Subsidy Fund Management Measures" (GancaiShefa [2018] No. 67), the following announcements are now made on the declaration of social insurance subsidy for flexible employment personnel in Qingcheng County in 2022:

1. Application time

From September 23, 2022 to December 31, 2022 (8:30 to 12:00 in the morning and 14:30 to 18:00 in the afternoon, except on holidays), the deadline will not be accepted.

2. Subsidy objects

People with employment difficulties who have participated in insurance in Qingcheng County and paid the 2022 pension insurance premium as flexible employment personnel.

People with employment difficulties refer to unemployed people who have registered unemployment within the legal working age, have the ability to work and want to find employment, hold the " Employment and Entrepreneurship Certificate " or " Employment and Unemployment Registration Certificate ", and have one of the following circumstances:

1. Urban older unemployed people (urban women over 40 years old, men over 50 years old, including the original state-owned, collective enterprise (central and provincial enterprises) laid-off unemployed people);

2. Unemployed people among members of urban zero-employment families (no one of the family members is employed, and no one is employed in the family members). Urban families with operating and investment income);

3. Subsidy policy

1. The social insurance subsidy for flexible employment personnel is implemented as "pay first and then subsidy". The subsidy standard is subject to subsidy at 2/3 of the actual payment amount within 100% of the payment base (no subsidy will be given to the part of the payment base exceeding 100% of the payment base). The subsidy period shall be based on the age when they first approve social insurance subsidies. Except for those whose legal retirement age is less than 5 years from , which can be extended to retirement, the remaining personnel shall not exceed 3 years.

2. Any person with any of the following circumstances will not be subsidized:

(1) Those who fail to register for employment and unemployment in accordance with regulations;

(2) Those who fail to identify people with employment difficulties in accordance with procedures (the identification procedure is: 6 types of people apply to the administrative village and community where their household registration is located, and after review, they will report to the township where they are located for review and public announcement. 4. Application procedure

Qingcheng County flexible employment personnel social insurance subsidy declaration is carried out in accordance with the procedures of community declaration and registration in the jurisdiction and the county human resources and social security bureau review and allocation. For those who do not have community jurisdiction or whose household registration is not local, the township or community designated by the county human resources and social security bureau shall be directly accepted.
