On June 27, 1980, with the approval of the State Council, China Petroleum Engineering Construction Company (later changed to China Petroleum Engineering Construction Co., Ltd., with the English abbreviation "CPECC") was officially established, becoming one of the first companies in China to enter the international market.

It provides services for oil and gas field engineering construction services at home and abroad, and has the ability to provide full business chain oil and gas field ground engineering construction from consultation to design, from construction to operation, complete solutions for oil and gas field ground engineering construction.
How to develop good oil and gas resources is very important for the local economic development of Sudan . In November 1998, CPECC followed the pace of "going out" of China Petroleum (CNPC) and undertaken the oil field production facility (EPCh-I) project in Sudan District 1/2/4. In May 1999, the project was completed and put into production one month ahead of schedule. The first phase of the Khartoum refinery, undertaken by CPECC, has a design capacity of 2.5 million tons/year. In 2003, CPECC took on the heavy responsibility and undertaken the second phase of the expansion project of the Khartoum Oil Refinery, increasing the crude oil processing capacity to 5 million tons/year. In 2009, the project won the Luban Award for China Construction Engineering (Overseas Engineering).
In Iraq, another major oil-producing country, CPECC is also actively serving local resource development. In 2009, China Petroleum, as an operator, joined hands with Total and Malaysian Petroleum Corporation to undertake the development and production service project of Hafaya Oilfield. The Hafaya Oilfield project is developed and constructed in three stages. The design unit of CPECC has prepared a total of 20 production plans. The final screened plans ensure that the entire oilfield can achieve rolling development as soon as possible. The first, second and third phases of Hafaya Oilfield undertaken by the construction unit under CPECC will be completed and put into production 5 days, 40 days and 70 days ahead of schedule.
In response to technical problems, the design team with CPECC Beijing Branch as the main force has carried out in-depth research on the optimization of ground technology treatment process technology and fast-installation of Hafaya Oilfield, and formed a single-line oil and gas treatment design process package of 3 million tons/year, which greatly improved the efficiency of crude oil treatment. It also adopted AC-DC composite electric field electric dehydration and deep electric desalination technology to effectively solve the problem of water and salt after decomposition of heavy crude oil, reaching the international advanced level.

KazakhstanChimkent is an ancient city in Central Asia and an important city on the Silk Road. It has witnessed the history of mutual exchanges and friendly exchanges between China and the people of Central Asia. The Chimkent Refinery was founded in the 1970s and is one of the three largest refineries in Kazakhstan. In February 2014, the modernization transformation project of the Chimkent oil refinery was officially launched as a key Sino-Kazakhstan cooperation project. CPECC innovated the overseas project construction model and adopted modern construction technologies such as factory prefabrication and modular construction to achieve the successful conclusion of the modernization transformation project of the Chimkent oil refinery. This is another ingenious work of CPECC, and is known as "an example of Kazakhstan-China energy cooperation."
Algeria National Petroleum Corporation launched the second renovation and expansion of the Algeria refinery, which has been in operation for more than 40 years, and plans to expand from 2.7 million tons/year to 3.6 million tons/year. Relying on years of experience accumulated in the international market, CPECC won the bid for the Algiers refinery renovation and expansion project in 2016.In 2020, facing difficulties such as suppliers being unable to attend, on-site construction, shortage of personnel and limited materials, CPECC took the lead and ensured the successful start of this key Algerian project.

At present, CPECC's global market structure has been initially formed, with business distributed in 28 countries around the world, and has gradually formed five regional scale markets in the Middle East , Africa, Central Asia-Russia, America, and Asia-Pacific overseas. By comprehensively improving service guarantee capabilities, 90% of China Petroleum’s investment in Shanghai’s overseas oil and gas fields and all refining projects were completed. Comprehensively improve global market competitiveness, and a large number of landmark projects have been completed, including the Central Asia Natural Gas Pipeline Compression Station, the Abu Dhabi crude oil pipeline, the Mande Oilfield Project, the Iraqi Ahedab, Hafaya and Rumaira Oilfield Project, the third and fourth oil and gas treatment plants in Kazakhstan, and the upstream and downstream integration project in Chad.
At the same time, CPECC actively integrates into the international high-end industrial chain and successfully enters the markets of internationally renowned oil companies such as ExxonMobil, bp, Shell, Total, and Abu Dhabi Petroleum Corporation. The market structure is more reasonable. In Kazakhstan, Turkmenistan , Iraq and South Sudan, CPECC has established 4 local employee training centers to continuously improve local employee operation skills; it has selected and commended outstanding foreign employees and local employees for many years, and organized them to train and visit China to enhance emotional exchanges and cultural identity. CPECC always adheres to the concept of localization, attaches importance to common development with local society, and pays attention to local people's livelihood. Tanzania Songosongo Island has a serious lack of water, and villagers mostly drink water from cave water, making the water quality difficult to guarantee. CPECC donated drinking water facilities to the local area. It took two years to build and pass through the factory's two sets of seawater desalination systems, and the seawater of Indian Ocean became suitable for drinking fresh water after reverse osmosis and desalting. After the project was put into production, it provided villagers with about 60 tons of fresh water every day, meeting the villagers' daily water needs.
As a Chinese enterprise participating in Iraq's economic development, CPECC has successfully put into production on schedule since 2010, contributing to Iraq's oil and gas reconstruction. At the same time, CPECC is also actively promoting local education development. In February 2019, CPECC donated a batch of educational materials worth RMB 3.22 million to the Ministry of Education of Basra Province in southern Iraq to help the education development of Basra Province. At the same time, CPECC also cooperates with the University of Basra to provide fresh graduates with internship opportunities to help local young people find jobs.
