According to the latest epidemic prevention and control measures, the railway department has dynamic and flexibly arranged transportation capacity, and has adjusted the number of days of passenger ticket pre-sales and ticket refund policies accordingly, and exempted ticket refund fees for trains suspended due to the epidemic. From January to February, with the resumption of work and production during the Spring Festival holiday and after the holiday, road freight demand resumed, driving the rise in road freight rates. From March to May, due to the impact of the epidemic, the road freight index fell slightly and turned from decline to rise; in June, gasoline and diesel increased by more than 20% and 30% respectively compared with the beginning of the year, and the road freight price rose again, and the general cargo freight index reached a high of 104.61. The road container freight index was generally stable, with an average of 99.4, a year-on-year decrease of 1.5%.

Due to the increase in route capacity and slowdown in shipping market demand, the Baltic dry bulk comprehensive freight index (BDI) was generally at a high level, but compared with the second half of last year, it showed a significant decline; the average in the first half of 2022 was 2278 points, and the average in the second half of 2021 was 3619 points, a significant decrease of 37% month-on-month. China's Coastal Bulk Freight Index (CBFI) also showed a downward trend, with an average of 1113 points in the first half of 2021, down 17% from the average of 1338 points in the second half of 2021. International container freight rates have generally declined, and the Shanghai Export Container Freight Index (SCFI) has dropped by 17% from the beginning of the year.

4 civil aviation freight fluctuations and rises
Due to factors such as the conflict between Russia and Ukraine and the rise in crude oil prices, the freight price of International Airlines first fell and then rose, and the freight price of a single kilogram of airlines from China to Europe changed from falling to 10 yuan to around 40 yuan. Since February, airlines have resumed charging fuel surcharge and have continued to increase. As the demand for the aviation market has not yet fully recovered, most airlines have adopted the method of raising fares, and passenger fares have shown an upward trend. In May, the Ministry of Finance and the Civil Aviation Administration jointly implemented financial subsidies for the operation of phased domestic passenger flights, providing financial support to four types of domestic flights, and helping civil aviation enterprises to alleviate operating pressure.

Among them, the average unit price of express delivery businesses in the same city and off-site was 5.34 yuan per piece and 5.53 yuan per piece, a year-on-year decrease of 11.7% and 5.2% respectively, and the average unit price of express delivery businesses in the international/Hong Kong, Macao and Taiwan was 62.37 yuan per piece, a year-on-year increase of 10.2%.

6city passenger price reform continues to deepen
Affected by the increase in fuel prices, Qingdao , Shangluo , Xinji and other cities cruising taxi starting benchmark price and vehicle kilometer rental price increased by 10%-20%. Hangzhou, Shijiazhuang, Shiyan , Jingmen and other cities will charge fuel surcharge 0.5-2 yuan/train trains, and Huai'an and Huangshi and other cities will charge 5 yuan/train trains during the Spring Festival. Since June, the seasonal fare prices of buses and trams in cities such as Shijiazhuang, Baoding , Ma'anshan , Longkou , and air-conditioned train ticket prices have increased by 25%-50%.
