It is reported that June to September is the peak period of electricity consumption during the summer. China Electricity Council predicts that during the peak summer period, the country's electricity supply and demand will be generally balanced, and electricity supply and demand will be tight during peak hours. Among them, the power supply and demand in the Northeast and Northwest regions are basically balanced; the power supply and demand in the South, East China, Central China, and North China regions are tight during peak power consumption periods.
As we all know, the cement manufacturing industry is a typical high-energy-consuming enterprise, and its production costs are highly related to electricity prices. Electricity accounts for about 27% of the cement production costs. In September 2021, there was a nationwide shortage of coal and electricity. Cement companies faced power restrictions, production restrictions and other factors many times. The cost of cement has been pushed up significantly, the market is chaotic, and "one price a day" has kept cement prices rising.
It is understood that this year, from the central government to local governments and then to enterprises, many parties have made early plans, early deployments and early actions, and adopted a package of measures such as improving supply security capabilities and stabilizing energy prices to ensure the supply of coal and the supply of electricity during the summer peak.
At present, the summer peak electricity price policy across the country will also enter the implementation period. The specific situation is as follows:
01 Guangdong
Execution scope: consistent with the peak and valley time-of-use electricity price policy, excluding residential users. That includes large industrial users and general industrial special purpose users.
execution time: the whole month of July, August and September, and high temperature days with the daily maximum temperature ≥35℃ (note: the daily maximum temperature is based on the next day’s maximum temperature published in the weather forecast of CCTV’s 19:00 news network program every night Subject to change, it will be implemented the next day. )

02Shenzhen
Execution scope: Implement peak and valley time-of-use electricity prices for large-scale, high-demand industries and general industrial users.
execution time: three whole months of July, August and September, as well as other months when the highest temperature reaches 35℃ and above. The daily maximum temperature is based on the maximum temperature in Guangzhou the next day released in the weather forecast of CCTV's 19:00 news broadcast every night. If it reaches 35℃, peak electricity prices will be implemented on that day.
peak hours: 11:00-12:00, 15:00-17:00, a total of three hours.
Peak electricity price: 25% higher than the peak electricity price of the peak and valley time-of-use electricity prices. Specifically, it is the peak value of a large number of industrial users at each voltage level who consume 250KWh or less per kilowatt-ampere per month (i.e. the first grade), and high-demand industrial users who consume less than 400KWh per kilowatt per month (i.e. the first grade). 03 Jiangsu
Execution scope: large industrial electricity consumption of 315 kVA and above.
Peak period: From July to August every year, when the daily maximum temperature reaches or exceeds 35℃, 10:00-11:00 and 14:00-15:00, the summer peak electricity price is implemented (the maximum daily temperature in summer is based on the CCTV set The highest temperature in Nanjing released by the weather forecast after the 19:00 news broadcast every night will be implemented the next day. )
Peak electricity price: Based on the peak electricity price, it will increase by 20%.
04Zhejiang
Execution scope: large industrial electricity, general industrial and commercial and other electricity, and agricultural production electricity.
Peak hours: Large industrial electricity consumption, peak hours on weekdays are 9:00-11:00, 15:00-17:00, and 13:00-15:00 in July and August in summer; general industrial, commercial and other electricity consumption, The peak hours for electricity consumption in agricultural production are 19:00-21:00.
