1988, I was appointed as the editor of the external publicity station of the 4th Regiment of the 2nd Governor of the Chengdu Military Region. Shortly after taking office, the webmaster went to Xi'an Political College to study, and I actually started working as an editor and webmaster. Soon, I was borrowed by the group's financial shares. During the period of borrowing the financial department, I was transferred to the 2nd Division liaison station to work, and went to a cover agency that carried out secret work at the station to serve as the accounting supervisor and financial director. In 1989, the Chengdu Military Region issued a notice on "Adjustment of the Liaison Agency of Yunnan Border Regions", and the establishment of the external publicity station of the 4th Regiment of the Garrison Regiment was abolished, and its personnel and corresponding work were transferred to the liaison station of the 2nd Division of the Garrison.
In October 1992, according to the orders of Chengdu Military Region and Yunnan Provincial Military Region , the 2nd Garrison Division and the Mengzi Military Sub-district were merged and reorganized into a new Mengzi Military Sub-district. The liaison station of the Chengdu Military Region liaison station was renamed the Yunnan Provincial Mengzi Military Sub-district Liaison Station.
In May 1999, I was appointed as the webmaster of the Yunnan Mengzi Military Sub-district Liaison Station, and then served as the party branch secretary of the station, and also served as the legal person and general manager of the commercial bank, director and general manager of a company of the secret work cover organization of the liaison station.

During my tenure, after approval from superiors, Liu Tinggui, then commander of the Mengzi Military Sub-district and Wang Dianwei were appointed as consultants, Du Jiawu, director of the Political Department of the Military Sub-district, served as director of the editorial committee, and I served as editor-in-chief, Zhang Tianyi was appointed as deputy editor-in-chief, and other members of the Party branch of the liaison station were editors. They compiled the internal information of the Mengzi Military Sub-district Liaison Station in Yunnan Province, "Shockless Gun Smoke". Since external publicity work is a special and important part of the liaison work, during the compilation process, the work of the 4th Regiment of the 2nd Division and its predecessor, the former 13th Border Defense Regiment of the Yunnan Provincial Military Region, was carefully sorted out and summarized, and some pictures and materials were collected, as well as corresponding text materials.
After this book is written, Commander Liu Tinggui and Political Commissar Wang Dianwei will write a preface and report it to the Yunnan Provincial Military Region. It is prepared to print in a small amount after approval and communicate in the military contact system of the entire army. Wang Jitang, then commander of the Yunnan Provincial Military Region, pointed out that because some of the contents written in the book are of high confidentiality level, they cannot be printed and communicated with the outside world, and can only be included in the internal information of the liaison station for handover.
Although there is no external exchange in "Shockless Gun Smoke", many of the contents recorded in the book have had a great influence in the military and even the senior central leadership before it was written. Because I edited this book, I have a better understanding of the work of the 4th Garage Regiment and its former 13th Garage Regiment.
The establishment of the external publicity station of the 4th Regiment of the Chengdu Military Region was to adapt to the needs of the international and domestic situation at that time. There are mainly two jobs in the external publicity station.

The external propaganda work of the 4th Chengdu Military Region Garrison 4th Regiment did not start with the 4th Regiment, but was carried out effectively before that.

In January 1983, Comrade Hu Qiaomu, a member of the Political Bureau of the CPC Central Committee, came to the 13th Border Defense Regiment on behalf of the Party Central Committee and the State Council, and listened to the report on the situation of the Yunnan War Zone with the situation of our regiment (including the political offensive against Vietnam) as the main content. After returning to Beijing to report to the central government, the central government decided to open the Sino-Vietnam border port, accept Vietnamese refugees, and carry out political offensives such as shouting and dialogues with Vietnam, radio propaganda, and wafting propaganda materials to stabilize the border situation.
In December 1985, the 13th Border Defense Regiment of the Yunnan Military Region was reorganized into the 4th Regiment of the 2nd Garrison Division of the Chengdu Military Region. The regiment officially established the external publicity station, and Ma Fuqi, the officer of the Group Union, served as the webmaster. More obvious achievements have been made in external publicity work. On October 10, 1986, the "Documentary of Calling and Dialogue on the Nanxi River (to Vietnam)" recorded by the 2nd Gage Division based on the propaganda work of our regiment to Vietnam as the main material, and 28 propaganda photos against Vietnam were selected to Beijing to participate in the external propaganda conference, and were highly praised by the Central Leaders Deng Xiaoping, Yu Qiuli, Hu Qili, Xi Zhongxun, Qiao Shi, etc.
On January 1, 1986, the 4th Guard Regiment, Silianshan, Propaganda High-Power Broadcasting Station, was completed and started broadcasting.
In November 1987, the propaganda work of the 4th Garrison to Vietnam was rated as an advanced unit by the Yunnan Border Defense to Vietnam propaganda leading group.
