In accordance with the spirit of the documents "Implementation Opinions of the Heze Municipal Committee of the Communist Party of China on Deepening the Reform of the System and Mechanism of Talent Development" (Hefa [2016] No. 19) and "30 New Talent Policy in Heze" (Hefa [2020] No. 15), according to work needs, some municipal institutions in Heze City plan to publicly introduce a batch of high-level urgently needed talents to the public. 1. Job requirements and registration conditions

1. Have the nationality of the People's Republic of China, firm politics, abide by laws and regulations, and have good moral character.

2. Domestic college graduates must meet one of the following conditions before July 31, 2023: obtain a doctorate degree; obtain a full-time bachelor's degree or above in "first-class university construction colleges"; obtain a full-time master's degree in "first-class university construction colleges" or a full-time bachelor's degree in the discipline they are constructed (the state will unify the enrollment plan from 2017, and the part-time graduate student who implements the same policies and standards for the examination and enrollment can register).

Overseas students must obtain full-time master's degree certificates from the top 300 universities in the world university ranking system before July 31, 2023 and foreign academic degree certificate issued by the Ministry of Education Study Service Center (foreign students can only apply for positions that indicate this condition in the attachment).

4. Graduates from branches of relevant universities, independent colleges, graduates, entrusted training, on-the-job training, targeted training and cooperative school management are not included in the scope of introduction.

5. In principle, the undergraduate students who are not more than 30 years old (born after October 31, 1991), the master's students shall not more than 35 years old (born after October 31, 1986), and the doctoral students shall not more than 40 years old (born after October 31, 1981).

6. Active-duty military personnel, non- fresh graduates who are currently studying, civil servants of government agencies within Heze City, staff of public institutions managed in accordance with the Civil Servants Law, staff of public institutions (including those who have signed a letter of intent to introduce), etc., as well as those who have resigned (resigned) from government agencies and institutions in our city for less than half a year (as of the time of public announcement), are not allowed to apply. Personnel with a work unit must obtain the consent of the original unit or have resigned, otherwise they are not allowed to apply for the exam. 7. 3. Registration and qualification review

1. Individual registration

Registration personnel fill out the "Registration Registration Form for the Public Institutions of Heze Municipal Direct Institutions to Publicly Introduce High-Level Emergency Needed and Scarce Talents" (Appendix 2), and send it to the corresponding email address of the registration position by email. The registration email is uniformly named "Name + Graduation School and Major + Telephone". The online registration time is from November 10 to 20, 2022 at 17:30.

2. Qualification Review

Introduction unit conducts preliminary qualification review, feedbacks the initial review results, and conducts the "Shandong Heze-Famous School Talent Express" activity in a timely manner, organizes candidates who have passed the preliminary review for on-site qualification review, and accepts on-site registration. The specific time and location will be notified separately.

During the on-site qualification review, the applicant must submit the registration form signed and confirmed by himself, submit 3 photos of the 1-inch recent version without crown, and provide the state-recognized academic degree certificate, ID card, registration certificate, electronic registration and filing form of the Ministry of Education's academic certificate, etc. (fresh graduates provide ID cards, graduate employment recommendation form, electronic registration and filing form of the Ministry of Education's academic certificate, etc.); hold relevant documents and certificates for student positions and obtaining honors during school (the above materials must be provided with one original and one copy). Staff of the unit must submit an original and copy of the ID card, qualification certificate, appointment certificate, and a letter of consent for the unit. The personal information filled in and the relevant materials submitted by the applicant must be true and accurate. Those who make up the materials will be disqualified from introducing the information and will be included in the Personnel Examination Integrity File.

If you cannot attend the on-site qualification review for some reason, you can negotiate with the unit on the qualification review method. If the qualification review is not conducted on time, it will be deemed to have automatically waived the application qualification.

Qualification review runs through the entire process of introduction work. Once it is found that the introduction conditions do not meet the introduction conditions, the applicants will be immediately cancelled.

4. Interview

Interview is conducted through defense, interview, communication and other methods, mainly to evaluate the comprehensive analysis, communication response, job matching, language expression, appearance and other aspects of the test takers, and implement a percentage system. The interview score is set to be 70 points as the passing line.

Interview time, location and form shall be subject to the specific notice of each introduction unit.

5. Physical examination and inspection

1. Those who pass the interview will be determined in a 1:1 ratio according to the interview pass scores (if the scores are tied, they will be determined in the order of those with higher academic qualifications, fresh graduates are preferred, and those with younger ages are preferred). The physical examination standards shall be implemented in accordance with the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)".

2. Organize personnel to conduct detailed inspections on the personal files of the inspected candidates, their ideological and political performance, moral quality, business ability, work performance, etc., and those who fail the inspection will be disqualified from their introduction.

3. The introduction unit can conduct functional evaluation of the candidates to be hired according to work needs.

4. The vacancies caused by abandoning the inspection, physical examination, or failure to pass the inspection, physical examination, etc., will be submitted by the introduction unit to submit opinions on whether to make up the application. All departments and units must strictly review and control, adhere to the principles of openness, equality, competition, and selection of the best, standardize procedures, strictly implement the discipline for recruiting personnel, and accept supervision from the discipline inspection and supervision departments throughout the process.
