On January 15, 2019, the United States published the standard ASTM F404-18A on the safety specifications for high chairs. In this revised version, certain high chairs and high chair accessories are temporarily removed from the stability requirements under section 6.5 of the standard. Removed high chairs and high chair accessories intended for use only by children who are unable to sit upright without assistance and who weigh 20 pounds (9.1 kg) or less. However, a specific warning is required to alert consumers when using such high chairs for children who are able to sit upright without assistance or who weigh more than 20 pounds (9.1 kg).
Standard ASTM F404 defines a high chair as "a freestanding standing chair for children under 3 years of age with a seating surface area of more than 15 inches above the ground, usually for raising the child for feeding or eating purposes." It further stipulates that high chairs may be sold with/or without a tray, should be adjustable in height and should have a seat back tilt function designed for infants.
Section 104 of the Consumer Product Safety Improvement Act (CPSIA) of 2008 requires the Consumer Product Safety Commission (CPSC) to publish standards for infant or toddler products, including high chairs. The previous standard ASTM F 404-18 was published by the CPSC as a mandatory standard for high chairs in regulation 16 CFR 1231, which will take effect on June 19 this year.
