After this incident, Nobuo Kobayashi further determined that there were members of the New Fourth Army among the puppet troops. He began a large-scale purge, and all suspected persons were secretly executed.
Although Shi Yafu was well hidden, he was eventually targeted by the enemy because the Japanese army had discovered that he had served as an officer in the Fourteenth Red Army.
Shi Yafu remained calm after learning this information, and then he immediately reported the news to the Central Soviet Military Region. The party organization realized that Shi Yafu was in danger and decided to let him return to the army.
After discussion, they decided to let Shi Yafu organize an uprising of troops on the night of January 11, 1944. On the one hand, he could return to the army, and he could also call on other puppet troops to revolt.

In the end, Shi Yafu decided to advance the uprising. On the 6th, they stole the truck of division commander Tian Tiefu and then led the troops out of the city. When they were leaving the city, they lied that the division commander Tian Tiefu was in the car, tricked the guards into opening the city gate, and successfully left the Rugao county seat.
However, Tian Tiefu quickly noticed the troops and led a battalion to catch up with the insurgent troops, and a fierce exchange of fire broke out between the two armies.
