Twenty micro-classrooms

Chapter 4The Party’s Local Organization
Article 25The Party’s congresses of provinces, autonomous regions, municipalities directly under the Central Government, congresses of prefectures and autonomous prefectures, and congresses of counties (banners), autonomous counties, cities without districts and districts are held every five years.
The local party congresses at all levels are convened by the party committees at the same level. In special circumstances, the meeting may be held in advance or postponed with the approval of the previous committee.
The number of delegates to the local party congresses at all levels and the election method shall be decided by the party committee at the same level and submitted to the party committee at the next level for approval.
Article 26 The powers of local congresses of the Party at all levels are:
(I) Listen to and review the reports of committees at the same level;
(II) Review the reports of the discipline inspection committees at the same level;
(II) Discuss major issues within the region and make resolutions;
(IV) Election of the party committees at the same level and elect the discipline inspection committees at the same level.
Article 27 The party’s committees of provinces, autonomous regions, municipalities directly under the Central Government, prefecture-level cities and autonomous prefectures shall have a term of five years. Members and alternate members of these committees must have more than five years of party membership.
The term of office of the Party’s county (banner), autonomous county, municipality without districts and districts shall be five years. Members and alternate members of these committees must have more than three years of party membership. If the local congresses of the Party at all levels are held in advance or postponed, the term of office of the committee elected by it will change accordingly.
The quota for members and alternate members of the local party committees at all levels shall be decided by the previous committees. If there are members of the Party’s local committees at all levels, alternate members will be substituted in order of the number of votes they receive.
The plenary meeting of the Party’s local committees at all levels shall be held at least twice a year.
After the recess of the congress, local committees of the Party at all levels shall implement the instructions of the superior party organizations and the resolutions of the party congresses at the same level, lead the work of the local area, and report work to the superior party committees regularly.
Article 28 The plenary meeting of local committees at all levels of the Party elects the Standing Committee and the secretary and deputy secretary, and reports it to the superior Party committee for approval. The Standing Committees of local committees at all levels of the Party exercise the powers of the committee during the recess of the plenary session of the committee; during the meeting of the next congress, they continue to preside over regular work until the new Standing Committee is launched.
The Standing Committees of local committees at all levels of the Party regularly report to the plenary session of the committee and accept supervision.
Article 29 The Party’s regional committee and an organization equivalent to the regional committee are representative organs sent by the Party’s provincial and autonomous region committees within several counties, autonomous counties and cities. It leads the work of the region in accordance with the authorization of the provincial and autonomous region committees.
