On the afternoon of December 30, the second meeting of the 19th National People's Congress of Qin'an County concluded successfully after successfully completing all agendas.
The closing meeting was presided over by Yao Jianguo, executive chairman and executive chairman of the presidium of the conference.
There were 250 delegates expected to attend the conference, but 206 actually arrived, which met the quorum.

By a show of hands, the meeting adopted a resolution on the work report of the Qin'an County People's Government, the implementation of Qin'an County's 2022 national economic and social development plan and the 2022 Resolutions on the three-year national economic and social development plan, resolutions on the implementation of Qin'an County's 2022 fiscal budget and the 2023 fiscal budget, resolutions on the work report of the Qin'an County People's Congress Standing Committee, resolutions on the work report of the Qin'an County People's Court, and resolutions on the work report of the Qin'an County People's Procuratorate.
On behalf of the county party committee, Zhou Ji, Secretary of the County Party Committee, expressed warm congratulations on the complete success of the conference, and extended sincere greetings and heartfelt thanks to all representatives, comrades who attended the meeting, and all staff who worked hard for the smooth convening of the conference.
Zhou Ji emphasized that a clear-cut political stance should be placed in the first place, and the party’s leadership should be implemented throughout the entire process and all aspects of the work of the National People’s Congress to ensure that political beliefs remain unchanged, political positions remain unchanged, and political directions are not biased. We must focus on the overall situation of the central government and jointly plan the development of Qin'an , and always regard supporting development, serving development, and promoting development as our primary responsibilities, embodying responsibility in serving development, and fulfilling our original mission while serving the overall situation. We must keep in mind our original mission, practice the purpose of serving the people, always adhere to the people-centered development philosophy, deeply root the people's views and the mass line in our thinking, and implement them into actions, and strive to make development results more "warm" and people-benefit papers more "thick". It is necessary to strengthen the construction of style, experience the entrepreneurial skills of officers, adhere to the concept of "forging iron, you must be hard yourself", and continue to forge a strong style and strong capabilities that are consistent with the new situation, new tasks and new requirements, so that we can better adapt to the new era, assist in the new journey, and establish a new image.
Zhou Ji emphasized that the upcoming 2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China, and is also a critical year for the implementation of the "14th Five-Year Plan". Facing the new road to exams and standing at a new historical starting point, we must clearly realize that accelerating the construction of a modernized New Qin'an cannot be achieved easily and with drums and gongs. We are facing rare development opportunities as well as various foreseeable and unpredictable risks and challenges. The more we are at this critical juncture, the more we must work hard. To achieve success, we must unite all the forces that can be united, mobilize all the positive factors that can be mobilized, go all out to fight for the economy and development, increase the speed slowed down by the epidemic, strongly promote the improvement of the economic operation, carry forward the catch-up, and strive to deliver high-quality answers to the comprehensive construction of a modernized New Qin'an.
Ma Shunxiang, the newly elected director of the County People's Congress Standing Committee, said in his speech that the County People's Congress and its Standing Committee will, under the strong leadership of the county party committee, earnestly shoulder the sacred mission entrusted by the party and the people, exercise their powers in accordance with the law, and effectively transform the trust of the organization and the trust of the people into a powerful driving force to perform duties in accordance with the law, and make positive contributions to promoting the high-quality development of Qin'an's economic and social and comprehensively building socialist modernization. Regarding the future work of the National People's Congress, Ma Shunxiang requested that we must adhere to the party's leadership and improve our political position.
