The theme of this forum is a global development initiative. This is another major initiative proposed by President Xi Jinping after the joint construction of the "Belt and Road" initiative, aiming to arouse the international community's attention to development issues, promote the strengthening of global development partnerships, promote international development cooperation, and accelerate the implementation of sustainable in 2030 Development Agenda promotes stronger, green and healthy global development.
The core essence of the Global Development Initiative is to adhere to development priority, adhere to people-centered approach, adhere to universal and inclusiveness, adhere to innovation-driven development, adhere to harmonious coexistence between man and nature, adhere to action orientation, promote the coordinated efficiency of multilateral development cooperation, and focus on promoting the promotion of the Cooperation in eight major areas including poverty reduction, food security, anti-epidemic and vaccines, financing for development, climate change and green development, industrialization, digital economy, and interconnection in the digital age. This major initiative has pointed out the direction for jointly promoting global development to a new stage of balanced, coordinated and inclusive development, and jointly created a new era of global development that is inclusive, balanced, coordinated and inclusive, win-win cooperation and common prosperity. Many Arab countries including Egypt , Saudi , Algeria , UAE, Qatar , Morocco , etc. expressed their support, and the "Global Development Initiative Friends Group" has more than 60 members. This fully demonstrates that the global development initiative follows the general trend of historical development and meets the core concerns and needs of all countries. It is the general trend and the will of the people.
Global Development Initiative also provides action guidelines for practical cooperation. In June this year, the Global High-Level Dialogue was held in video, with leaders from 17 countries including Algeria and Egypt attending. China announced 32 important measures for China to implement its global development initiative, including integrating and upgrading the South-South Cooperation Assistance Fund into the "Global Development and South-South Cooperation Fund", and increasing its capital by US$1 billion on a US$3 billion basis. Increase investment in China-United Nations Peace and Development Fund, release the Global Development Report, establish a global development promotion center, and establish a global development knowledge network. I believe that these measures will contribute China's strength to promoting common global development.

Development is the eternal theme of human society and is also the historical responsibility that China and Arab countries shoulder. The Global Development Initiative sounded the "assembly call" focusing on development, which not only responded to the international community's urgent expectations for more fair, sustainable and safer development, but also highly in line with the Arab countries' pursuit of development, peace and cooperation. The strong desire has injected new impetus into promoting the quality and upgrading of China-Arab relations.
In recent years, China-Arab relations have developed comprehensively and rapidly. In 2018, China and Arab countries established a strategic partnership of comprehensive cooperation, common development and future-oriented. The cooperation between the two sides in jointly building the "Belt and Road" has been deepened and fruitful. Faced with the century-old changes and the century-old epidemic, China and Arab countries have always been in the same boat through thick and thin and shared a shared future, setting an example of unity and cooperation among developing countries. Faced with new situations, new opportunities and new challenges, China-Arab development cooperation has broad prospects and great potential.
First, build consensus on development and strengthen strategic docking. Both sides should continue to firmly support each other to independently explore development paths that conform to their national conditions, and firmly support each other to safeguard their legitimate development rights and interests and the common interests of the vast majority of developing countries.We must grasp the characteristics of complementary advantages and consistent needs of both sides, accelerate the docking of development strategies, and use high-quality joint construction of the "Belt and Road" and joint implementation of the global development initiative as the "dual engine", consolidate traditional cooperation, cultivate emerging highlights, and further deepen the governance of the country Exchange political experiences to achieve common progress and development. We must jointly adhere to the people-centered concept, so that everyone can fully utilize their potential in a healthy environment with equality and dignity, and let the fruits of development benefit the people of both sides more.
The second is to adhere to mutual benefit and win-win results and deepen practical cooperation. In recent years, China has always been firmly in the position of the largest trading partner of Arab countries. Last year, China-Arab bilateral trade volume was nearly US$330 billion, an increase of about 37% year-on-year; China imported 265 million tons of crude oil from Arab countries, accounting for 51.6% of China's total global imports that year. The epidemic has not stopped the two sides from pragmatic cooperation. The two sides have carried out fruitful cooperation in traditional fields such as energy, infrastructure, production capacity, and finance. In the next step, China is willing to work with Afghanistan to continue to protect the scale of bilateral trade, improve trade facilitation and two-way investment level, and continuously optimize the bilateral trade structure; give full play to China's production capacity advantages, strengthen industrial resilience and cooperation in industrial chains and supply chains, and help Arab countries cultivate advantageous industries; strengthen cooperation in infrastructure construction such as railways, airports, ports, and hospitals, and continuously improve the level of people's livelihood security.
The third is to adhere to innovation-driven development and cultivate new development engines. innovation has been deeply integrated into the genes of pragmatic cooperation between China and Arab countries. In recent years, China and Arab countries have made positive progress in cooperation in digital economy, 5G, aerospace satellites, artificial intelligence , big data and other fields. The China-Arab technology transfer and innovation cooperation mechanism has achieved fruitful results, and a technology transfer cooperation network connecting China-Arab scientific research institutions and innovative enterprises has been formed, laying a solid foundation for China-Arab innovative cooperation. In the future, China and Arab countries should further strengthen innovative cooperation, especially jointly strengthen digital capacity building, promote the integration of digital technology and the real economy, create demonstration projects for high-tech and emerging industries, work together to achieve leapfrog development, and let China-Arab cooperation High-speed trains have been further accelerated and upgraded.
Fourth, jointly promote green development and explore paths for sustainable development. At present, China proposes to strive to achieve carbon peak by 2030 and achieve carbon neutrality by by 2060. Arab countries have also proposed green development strategies such as "Green Middle East" and "2050 Net Zero Carbon Emissions Strategic Initiative".
