The Kuomintang officials were greedy and violent, and the grassroots soldiers were fish in the village. According to the investigation results, Cheng Shiyu will remit money to a woman surnamed Zhang every month, spending a total of more than NT$1 million. This woman was met by Cheng Shiyu in a dance hall in Tainan when he was the commander of the 257th Division in 1998. Cheng Shiyu was already fifty-five years old and had a family long ago. After the two met, Cheng Shiyu kept in touch with this fair woman. Every month Cheng Shiyu would send her money to cultivate feelings. After Cheng Shiyu was promoted, the number of remittances continued to increase. The woman surnamed Zhang had no doubts about this and was involved in the case. Cheng Shiyu used his position to embezzle public funds to support the outdoor room, which not only touched on the military law but also made the military lose face. In 2009, the Taiwan Army sentenced Cheng Shiyu to be convicted of 16 and a half years in prison, deprived of political rights for 6 years, and was required to pay NT$1.47 million in stolen money. At that time, it was just when the aftermath of Chen Shui-bian's corruption case had not yet been resolved. In 2014, Chen Shijie, the squad leader in charge of the oil supply of the "Jiguang Ship", and Chen Zhipeng, a soldier, accepted a bribe of 100,000 yuan from the cleaning company. In December of that year, the cleaning company director Guo Tenghong and employee Shi Mingjie sent 12 barrels of oil from Magong Port back to Pudai Port in Chiayi in four times, and sold a total of 6,000 gallons of in the "Jiguang" ship diesel, about 24,000 liters. In 2018, an officer in the Taiwan military took out military products from the camp to sell them. In order to successfully obtain the bid, the company's person in charge found Zhang Dawei, who held real power. Zhang Dawei took the initiative to ask for a kickback of NT$45 million, and the two sides hit it off. Zhang Dawei so as to protect the company and help them successfully obtain this huge government public project, and the construction company also provided Zhang Dawei with huge kickbacks. Zhang Dawei used this money to buy real estate and luxury cars in the Tianmu area of Taipei City, and there were still a large amount of stolen money left.

After this fraud case was seized by the Taiwan procuratorate, Zhang Dawei was frightened and burned nearly NT$20 million in the remaining stolen money and rushed into the sewer. It took him two days to burn it all. This also made the procuratorate suspected that Zhang Dawei had concealed the stolen money, but the court believed that Zhang Dawei did not need to be imprisoned and ruled that 5 million yuan would be paid for bail and restricted his departure from Taiwan Island. For a long time, Taiwan’s military has not punished corruption enough, and many small rats are lifted up and gently dropped. This is also one of the reasons why corruption in the Taiwan military is endless.
