The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China clearly stated that it will uphold and improve the one country, two systems system, promote the peaceful reunification of the motherland, and determine that it will uphold and improve the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capabilities, an important part of the major strategic task of the whole party and the whole country.
The basic content of "one country, two systems" is "one country, two systems". In summary, this concept is to insist that there is only one China in the world, and Taiwan, Hong Kong and Macao are all part of China. Under the premise of "one China", the main body of the country adheres to the socialist system. At the same time, Taiwan, Hong Kong and Macao enjoy a high degree of autonomy as special administrative regions, and maintain the original capitalist system and lifestyle unchanged for a long time. The two systems coexist for a long time, coexist peacefully, and jointly contribute to national prosperity and national rejuvenation.
1. What is the superiority of "one country, two systems" in ?
First of all, it has effectively promoted the realization of China's great cause of peaceful reunification. The return of Hong Kong has wiped out the century-old national humiliation of China's invasion of Hong Kong; the return of Macau has completely ended the occupation of Chinese territory by foreign powers; in terms of Taiwan, "one country, two systems" has always been our basic national policy.
Second, "one country, two systems" guarantees the long-term prosperity and stability of Hong Kong and Macao. Since its return, Macau's per capita GDP has jumped to second in the world, which can be said to be a major achievement. Since its return, Hong Kong has become more stable in its international financial, trade and shipping center. History has fully proved that "one country, two systems" is the best institutional guarantee for Hong Kong and Macao to maintain long-term prosperity and stability.
Third, it provides a new example of success for countries around the world. Looking back at world history, in order to achieve national unity, many countries have experienced the baptism of blood and fire. However, the conception, proposal and successful practice of the "one country, two systems" system provide an example for countries around the world to resolve territorial sovereignty disputes.
2. How to further improve the "one country, two systems" in ?
Of course, from the idea of "one country, two systems" to the present, after so many years of development and evolution, there are still many areas that need to be continuously improved and improved.
First of all, we must clarify the internal relationship between "one country" and "two systems", and unify the two aspects of safeguarding national sovereignty, security, development interests and maintaining long-term prosperity and stability in Hong Kong and Macao. The fundamental of "one country, two systems" lies in "one country", and "one country" is the premise and basis for realizing "two systems". Secondly, we must think about the "two-system Taiwan solution" in the context of the new era. Tracing the root cause, the original intention of the "one country, two systems" concept is to peacefully resolve the Taiwan issue.The Taiwan issue is different from the Hong Kong and Macao issues. The solution to the Taiwan issue based on "one country, two systems" cannot be mechanically copied and copied. In his speech on January 2, 2019, President Xi Jinping proposed to explore the two-system Taiwan plan through cross-strait democratic consultation on the basis of upholding one China and resolutely opposing Taiwan independence, and clearly pointed out that the specific implementation form of "one country, two systems" in Taiwan will fully consider the actual situation in Taiwan and fully take into account the interests and feelings of Taiwanese compatriots. In the future, how to plan and design the specific content of the "Two Systems Taiwan Plan" and set and establish feasible and operational institutional arrangements will be a major issue, and will also make the scientific concept of "one country, two systems" more perfect.
