Cai Zhengyuan said that the basic standard for plagiarism is that when a paper is proposed, it must not be "highly duplicated" with all previous papers. The basis for identification of "repeat" is that every 13 consecutive words are the same as any previous paper. Even if it is a "repeat", it will be calculated including the cited text; the threshold for "highly repeat" is the total number of words in the "repeat" of the paper being reviewed, which exceeds 10% of the total number of words in the entire paper, which means a "scrap paper" that cannot pass the review, commonly known as "plagiarized paper".
Cai Zhengyuan pointed out that international academic standards are that the paper must undergo "check and repeat" review before it is proposed, which is referred to as "check and repeat" review or "relative" inspection. "Before submitting" includes "before oral examination", "before submitting oral examination committee member to read", etc. In other words, if you fail the "re-checking and review" you do not even have the qualification to submit an oral exam for the thesis, let alone any degree. This threshold is particularly strict for non-science and engineering thesis.

NTU has already purchased a "slight check" computer system, which seems to be inactive. Over the years, NTU has produced many masters and doctoral students, and I don’t know how many “trash papers” there are, let alone how many Lin Zhijian are.
Tsai Zhengyuan warned that if this problem is not handled, the master's and doctoral students produced by NTU will not only have "grunge papers", but also "grunge master's and doctoral students".
