In 2007, I shouldered the expectations of the country and the trust of the people in my hometown, overcame all difficulties, set out to Tibet, and started a three-year aid to Tibet.

After we arrived in Nagqu, we worked hard to overcome our physical discomfort, immediately carried out research work, went deep into the townships, went to the homes of Tibetans to listen to the voices and accept the opinions of the people, and learned about the real situation of Nagqu’s development on the spot.
Narqu County covers an area of 48,000 square kilometers, has a permanent population of 78,000, with a vast land and sparse population. Many townships are far away from the county town, making it difficult to conduct inspections. The most memorable time was to go to Nima Township for investigation. We took a bus at 9 o'clock in the morning, passed through vast grasslands and mountains, crossed several rivers and swamps, experienced steep slopes with a 45-degree incline, and risked falling into the abyss at any time, and finally arrived at Nima Township at 3 o'clock in the afternoon.
After one and a half months, we successfully completed the visit and survey of 36 county-level departments and 12 townships in the county, and grasped the basic development of Nagqu. Based on Hangzhou's experience, we summarized Naqu County's development ideas into "one main, two wings, three cards, and four drives". With four development goals as the driving force, we focus on "road economy", "rail economy", "logistics economy" and "characteristic economy", promote a new round of development in Naqu County, and continue to play the role of "leading, demonstration and driving" in the whole region.
"One main" refers to establishing the main position and basic industrial position of the animal husbandry. Adapt to local conditions and vigorously develop animal husbandry. "Two wings" refer to promoting the development of the secondary and tertiary industries. Nagqu has rich mineral resources and is the most developed region and an important transportation hub on the northern Tibetan Plateau. The Qinghai-Tibet Railway brings tourists from all over the world to Nagqu, promoting the development of Nagqu's tertiary industry. "Three cards" refer to location cards, special cards and ecological cards. Nagqu guards the northern gate of the northern Tibetan Plateau, where transportation, oil, communications, and optical cables gather here; the plateau’s unique scenery and herds of cattle and sheep bring two special brands of environment and products; the ecological brand respects the original ecological foundation and does not take ecology as the "cost" of development. "Four-wheel drive" refers to four long-term mechanisms, including benefiting the people, strengthening responsibilities, maintaining stability, and increasing production and income.

Based on summarizing the development achievements of Nagqu, we focused on the third and fourth batch of Tibet aid projects - Gulu Town and Luoma Town. The construction of small towns has greatly improved the economic development level of Gulu Town and Luoma Town, and the infrastructure construction has become increasingly perfect. Nagqu has gradually become a rising star on the northern Tibetan Plateau!
The year before our aid to Tibet, the entire Qinghai-Tibet Railway was opened, making Nagqu’s transportation conditions more convenient. After multiple investigations, repeated discussions and demonstrations, we finally determined the fifth batch of aid projects: covering the construction of small towns in Xiangmao Township, infrastructure construction, grassroots government construction, pastoral hematopoiesis projects, and popular science and cultural facilities construction. The highlight is to build a new small town of higher standards on the northern Tibetan Plateau.
Xiangmao Township stores are small in number and small in scale, making it inconvenient for Tibetans to shop. In view of this, we are preparing to build a comprehensive market to attract businesses to settle in through investment promotion. At that time, Xiangmao Township had a vast land and sparse population, and the roads were bumpy, making it extremely inconvenient to travel.As the saying goes, "If you want to get rich, build roads first." We decided to build two highways, Hangzhou Road and Xihu Road. In addition, we are also planning to build a science and cultural center and nursing home to make Xiangmao Township, the highest-altitude town in Nagqu, shine with new vitality!
Xiangmao Township has a harsh natural conditions, with an altitude of 4,722 meters. It is the highest town in the world. It has a year-round wind speed of level 7 and the temperature in winter is as low as minus forty degrees. Construction in high-altitude environments is difficult, and workers are easily injured or even life-threatening. We decided to start construction in May 2008 the next year, and it is expected to be completed in October of the same year. Due to the tight construction time and large project volume, in order to ensure the smooth progress of work, we have made careful plans for the planning, funds, raw materials, labor and other details of the construction of small towns.

The golden season for construction came, we immediately started the construction of small towns in Xiangmao Township. Cadres aid to Tibet went deep into the project site, checked the construction progress, checked the construction quality, and overcame many difficulties such as rising raw material prices and labor shortage. After five months, the construction was finally completed successfully in October. The newly built small town of Xiangmao Township has all kinds of schools, health centers, teahouses, supermarkets and nursing homes. The complete supporting facilities have attracted herdsmen to settle down. The agglomeration radiation effect and population agglomeration have driven the economic and social development of local and surrounding townships, and Xiangmao Township has opened a new prelude to development.

Establishing a grassroots safe construction center is another important task in Tibet aid. There are only 3 townships in Nagqu that have police stations, which are difficult to meet the needs of public security and stability. We have established grassroots safe construction centers along the Qinghai-Tibet Highway and townships with large regions, large populations and complex situations, and have effectively integrated grassroots public security, road protection teams, joint defense teams, petitions, mediation and other forces, and focused on grassroots public security and stability maintenance work to ensure that the whole county achieves long-term stability.

Recalling the three years of aid to Tibet, I can't forget countless nights of reading at night: As the secretary of the Naqu County Party Committee, in order to quickly get into the role, I seize the time to learn by myself. We must learn both Tibetan and ethnic and religious policies, Tibetan work policies and methods, counterpart support work goals and tasks, Naqu County situation, etc., to make up for the shortcomings in knowledge, continuously improve the level of policy and theory, and strive to integrate into Naqu in the shortest time and carry out work. The more unforgettable results: On the day when the aid period of Tibet was over, Tibetans presented us with Hada and barley wine, and sent us back to Hangzhou with the highest etiquette; passing by Xiangmao Township, the world's highest small town has been built and put into use, a prosperous scene; our work has won the trust and respect of Naqu cadres and the masses, and enhanced the friendship between the people of Zhejiang and Tibet...
