The most discussed person on the island recently is the former Lianhua Electronics Dong Zuo Cao Xingcheng.
On August 5, during the People's Liberation Army's training in Taiwan, he threatened to donate 100 million US dollars (about 3 billion New Taiwan dollars) to the "Taiwan Army" to assist in strengthening the education of the "Taiwan Army".
Since Cao Xingcheng only mentioned the amount at the moment, but did not explain the usage, and according to Taiwan's laws, private funds cannot be directly transferred to the "Taiwan Army", so Cao Xingcheng added the purpose of his funds at a press conference on September 1.
He said at a press conference that NT$600 million is used for civilian defense training, and 3 million civilian warriors who actively assist in regional defense will be trained within three years (called Black Bear Warriors).

The most planned statement that politicians once said was probably Su Zhenchang's "one soldier, one soldier" and "with a broom to fight against it", such a slang-free statement.
According to the Taiwan Popular Foundation in May, the Tsai administration has made a poll on whether there is a conflict between the two sides of the Taiwan Strait. More than 50% of the Taiwanese people believe that the Tsai administration is not prepared.
So this "anti-China" pie depicted by Director Cao is still very attractive to "Taiwan independence". At least this gives them a "direction".
Especially this plan, named after the animal "black bear" unique to Taiwan, is a special emotion for the people on the island, and also makes many "Taiwan independence" want to take advantage of the popularity of Director Cao and regard themselves as "black bear warriors" in various political commentary programs.
But although the big cake is fragrant, it must be in line with reality before it can be implemented. The first thing that Director Cao’s plan is: there is not enough money.

The second problem that Director Cao has to face is the issue of military source.
Considering that militias are soldiers, they should not be too old. According to civil affairs units, the population of 20 to 40 in Taiwan is about 6.4 million, which is the total number of men and women. If only males are counted, The 3 million militias are almost 90% of men aged 20 to 40 must participate in this militia plan. Even if men and women are all collected, it is still half of the young and middle-aged people in the entire Taiwan region.
Let half of the young and middle-aged people on the island conduct military training. How could the industries on the island be suspended?
The third problem is the effectiveness of training.
How to concentrate personnel, train effectively, and stimulate morale, Director Cao probably won’t consider it, right?
Not to mention anything else, the current basic training of the "Taiwan Army" and the regular "teaching and calling" system (the retired veterans draw lots back to the battalion to conduct military training) have been often criticized by the people as wasting everyone's lives. So who should train this militia? If the "Taiwan Army" is still responsible for training, wouldn't it just for more people to waste time together?
If Americans provide training, it may be useful, but this returns to the first question: there is not enough money!
Although Cao Xingcheng's plan is unrealistic, it is still strategically referenced and is in line with the interests of the United States.
Assuming that there is a conflict between the two sides of the Taiwan Strait, and the 3 million Black Bear Warriors and 300,000 Baoxiang Shooters can indeed delay the progress of the People's Liberation Army to the greatest extent after entering the street fighting.
