In this regard, at the press conference on Dongchang Prefecture District’s 2022 compulsory education enrollment policy held on June 10, Liu Jianwu, Secretary of the Party Leadership Group and Director of the District Education and Sports Bureau, gave an answer on the spot.
Liu Jianwu introduced that the same places can be summarized as "four constants":
(1) Enrollment conditions and scope remain unchanged
Primary school: school-age children over 6 years old (August 31, 2016 (inclusive) born before).
Junior high school: fresh primary school graduates.

(2) The method of online enrollment and registration remains unchanged
This year, the enrollment and registration of compulsory education schools in our district will still be implemented through "one-stop processing".
Guardians of school-age children and teenagers need to download and install the "Love Shandong" APP and complete registration and real-name identity authentication, and enter the "Dongchangfu District Compulsory Education School Enrollment Service Platform" within the specified registration time to collect information.
(3) Enrollment methods remain unchanged
1. Public schools strictly implement "enrollment by zoning and admission without examination at the nearest location"
Public school admissions are based on the four categories of materials reviewed in order. In the same situation, students will be admitted in order according to the time of household registration transfer, residence permit application time, and business or work certificate application time. When the number of students who meet the admission requirements exceeds the school's enrollment plan, an open diversion method will be adopted, and students will be diverted to schools with vacant places based on the principle of relative proximity.
2. Private schools fully implement "citizen enrollment" and are exempted from examinations.
All private schools do not participate in designated enrollment. According to the requirements for regulating the development of private compulsory education, this year, the registration requirements for Liaocheng Yizhong Foreign Language School, Liaocheng Sanbei School (primary school), and Shuicheng Huide School are the same as those for public schools in the city. Other private schools enroll children with permanent residence in our area and children of migrant workers and businessmen who move with them.
If the number of students who meet the admission requirements exceeds the enrollment plan, random allocation will be adopted, and the random allocation results will be made public immediately.
(4) The priority admission policy for special care recipients remains unchanged.
When enrolling students in public and private schools, all those who are in line with national policies can be given priority in admission. At the same time, compared with last year, the admissions policy in 2022 has been adjusted mainly in four aspects:
In order to ensure the smooth connection between big data information and admissions platform information, the effective time for household registration transfer is until July 18, 2022, that is, registration Two days before the start of time (July 20).
(2) The time limit for enrollment materials for migrant children in 2022 requires more than 6 consecutive months.
Industrial and commercial business license, formal labor contract, employee pension insurance, residence permit, house rental contract and other documents are required to be continuously valid from March 1, 2022 to August 31, 2022 (6 months).
(3) The classification of admission materials is further refined.
In 2022, combined with the reform of the national household registration policy and real estate policy, our district will not change the original enrollment policy and divide the admissions into "four categories". Properties with property rights, properties with incomplete property rights, and properties without property rights are listed in order. The same situation will be admitted in sequence according to the time of household registration transfer, residence permit application time, business license application time, and labor insurance payment time.
(4) Adjustment of enrollment conditions for some private schools
According to the requirements for standardizing the development of private compulsory education, this year, the enrollment conditions for Liaocheng Yizhong Foreign Language School, Liaocheng Sanbei School (primary school), and Shuicheng Huide School are the same as those for public schools in the city. Other private schools still enroll children with permanent residence in our district and children of migrant workers and businessmen who move with them. All private schools will not participate in designated admissions, and the admissions methods will remain unchanged.
