On January 4, 1967, ZY went to Shanghai as an "Investigator of the Central Cultural Revolution Group". On March 20, 1967, the Central Committee of the Communist Party of China approved the establishment of the Revolutionary Committee of Heilongjiang Province. On March 23, the Heilongjiang Provincial Red Rebel Revolutionary Committee issued a notice that from now on, the committee will be renamed "Heilongjiang Provincial Revolutionary Committee".

On March 31, 2018, the magazine " Red Flag " published an editorial titled "On the "Three Combinations" of Revolution", which began with a quote from Chairman Mao Zedong's instructions: "In places and units that need to seize power, the "Three Combinations" of Revolution must be implemented to establish a revolutionary, representative temporary power institution with the authority of the proletariat. On September 13, 1979, the 11th meeting of the Standing Committee of the Fifth National People's Congress passed a resolution to change the revolutionary committee established during the "Cultural Revolution" into a "People's Government". It was also decided that provinces, cities and autonomous regions could establish the "Standal Committee of the People's Congress" in 1979 to restore this power organization that was once abolished during the "Cultural Revolution".
