Bao Zheng, whose name is Xiren, was born in Luzhou (now Hefei City, Anhui Province). He used to be the waiting system of Tianzhang Pavilion and was awarded a bachelor degree in Longtu Pavilion. He was honest and fair, and did not cling to the powerful. Later generations regarded him as a model of upright officials, so he was named "Bao Qingtian" and "Bao Gong".

The fifth year of Tiansheng in the Northern Song Dynasty (1027), Bao Zheng was admitted as a Jinshi, Jianchang County Judges Jiangxi Yongxiu). Bao Zheng has served in Duanzhou for 3 years. He is aware of the people's sentiments and pays attention to the people's livelihood. The Qingxintang, Jietang, Zhaishengtang, Pillow Study Hall, Washing Inkstone Pond, and Chrysanthemum Garden were built in the State Department. Established Guangji Cang [ Ming Dynasty renamed Fengji Cang in the tenth year of Xuande (1435)] in the city to prepare for famine. Build Songtai Station in the west of the city to facilitate transportation and deliver official letters. The establishment of Xingyan Academy on Baoyue Platform was the beginning of the establishment of Zhaoqing Academy. In addition, Wenchang Palace was built in the west of the city, and Baoguang Temple was built in the east of the city.

Duanzhou people used to drink Xijiang water and often got sick. After Bao Zheng came, the people had drilled seven wells. One is in the prefecture, one is next to Xiyue Temple, one is south of Xueqian Street, one is at the entrance of Branch Alley, one is on the right of Guangji Cang, one is on the left of Chengbei Gate, and the other is in front of the Master’s Hall (According to Ming Dynasty Dong Yuan’s "Yi Jing" ).

The Duan inkstone produced in Zhaoqing is of high quality and is a tribute. The previous prefects took advantage of the opportunity to pay tribute to collect the Duan inkstone dozens of times the amount of tribute. , To give it to the dignitaries of the dynasty for personal gain. After Bao Zheng took office, once he changed his bad habits, he ordered the levy to be collected according to the amount of tribute, and never overcharged one party. During his time in power, he did not take one party's inkstone back home.

According to legend, when Bao Zheng left his post, the boat arrived at the Antelope Gorge . Suddenly dark clouds were covered and the waves were raging. Bao Zheng felt that something was strange. Upon investigation, it turned out that his subordinates had privately collected the inkstone gifted by the local gentleman. In a rage, Bao Zheng threw inkstones in the river, and the wind was calm and the waves rose. In the legendary Bao Zheng throwing inkstone, a piece of land was later uplifted, which is today's Yanzhou Island . Although it is only a legend attached to the meeting, it can also be seen from this that Zhaoqing people's reluctance and love for Bao Zheng.

Zhaoqing folks still circulate legends such as Bao Gong Shou Yao and Suo Yao Jing. The existing stone carvings of Bao Zheng on the east wall of the Qixing Rock Cave are the only surviving handwritings of Bao Zheng. Today, Bao Xiaosu's Ancestral Hall in Hefei City, Anhui Province has a "righteous inheritance-type history of transmission of barnyard, Qing Zhong first achieved Duanzhou" couplets, claiming that his life's reputation and reputation really began in Duanzhou. The people of Zhaoqing built Bao Gong Temple, Bao Gong Building, and Bao Gong Cultural Park to commemorate Bao Zheng. The clean and honest wind left by Bao Zheng still affects the soil and water in Zhaoqing.
