According to the spirit of the document "Notice of the Sichuan Provincial Department of Education on Issuing the Measures for the Selection and Recognition of Outstanding Graduates in Ordinary Higher Education Institutions in Sichuan Province" (Chuan Jiaohan [2020] No. 622), in order to set up models, commend advanced models, and give full play to the demonstration, leading and motivating role of advanced models, the school decided to organize the selection of outstanding graduates in 2023 in November 2022. Based on the actual situation of the school, the selection work notice for Deyang Urban Rail Transit Vocational College 2023 "Sichuan Province Outstanding Graduates" (hereinafter referred to as provincial outstanding graduates) and "Deyang Urban Rail Transit Vocational College Outstanding Graduates" (hereinafter referred to as school-level outstanding graduates) is as follows:

2 Selection criteria
(I) "School-level Outstanding Graduates" Selection criteria
1. Support the leadership of the Communist Party of China, establish patriotism, always adhere to the study and practice of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, consciously practice the core socialist values, firm ideals and beliefs, and maintain consistency with the Party Central Committee in politics, thoughts and actions.
2. Love your alma mater and actively practice the school motto of "dedication, professionalism, professionalism, and excellence". Have a correct world outlook, values and outlook on life, have lofty ambitions and down-to-earth.
3. Abide by the Constitution, laws and regulations, abide by citizen moral norms, , abide by the school charter and rules and regulations, abide by students' behavioral norms, respect teachers and elders, unite with classmates, care about the collective, have good behavioral habits, and have not been disciplined during school.
4. Diligent in studying and excellent in academic performance, the comprehensive academic results of the first five semesters of school are within the top 20% of this grade and major, and there are no unqualified courses. I have received a school scholarship at least once during my school period.
5. Actively participate in physical exercise, volunteer service and social practice activities, be physically and mentally healthy, be positive, advocate virtue, and be willing to contribute.

(II) Selection criteria for "provincial outstanding graduates"
1. In principle, it is produced from school-level outstanding graduates.
2. In addition to meeting the conditions of "school-level outstanding graduates", the comprehensive academic scores of the first five semesters are ranked within 15% of this grade and major.
3. For graduates who respond to the national call to devote themselves to national defense, voluntarily go to difficult and remote areas, urban and rural grassroots and key areas, as well as graduates who have received national awards, they will be given priority to select "provincial outstanding graduates" under the same conditions; for graduates who have outstanding performance or have made outstanding contributions in their ideological and behavioral conduct, and have received recognized and well-received reviews, they can directly recommend and select "provincial outstanding graduates".
3 Selection ratio
According to Sichuan Provincial Department of Education "Ordinary colleges and universities shall not exceed 3% of the total number of fresh graduates of the school that year", our college will select 36 provincial outstanding graduates from the 2023 graduates. According to the requirement that no more than 7% of the total number of fresh graduates of our school that year, our college will select 83 outstanding graduates at the school level among the 2023 graduates. 4 Selection agency
(I) According to the principle of "fairness, justice and openness", from the bottom to the top, recommend the selection of "provincial outstanding graduates" and "school-level outstanding graduates" within the prescribed proportion, and submit them to the Education Department for certification.
(II) School has established a school outstanding graduate review leading group composed of the school’s Party Secretary, the school’s student work leader, the school’s student work leader, the student’s student work leader, the student’s financial aid department head, and the school’s outstanding graduate review committee composed of the school’s student work director, the student’s financial aid department head, the student’s financial aid department head, and the second-level college head. Each secondary college has established an evaluation group for outstanding graduates of the second-level college composed of student work leaders, counselor representatives, student representatives, etc. Coordinate the formulation of review rules, application organization, review organization, process supervision, results announcement, appeal and ruling for outstanding graduates.
(III) Each secondary college has established a democratic evaluation group for outstanding graduates based on the smallest unit of recommended candidates, and organized democratic evaluation work for outstanding graduates. The head of the evaluation team is the person in charge or counselor with the smallest unit of the recommended candidate. Student representatives are democratically recommended by students, and must be non-participants and are representative. The number of students should be reasonably allocated. In principle, no less than 20% of the minimum number of students generated by the recommended candidates.
5 Selection process
(I) student application. Individuals fill out the "Deyang Urban Rail Transit Vocational School Outstanding Graduates Registration Form" or the "Sichuan Province General Colleges and Universities Recommended Form" and prepare corresponding supporting materials.
(II) democratic evaluation. The heads of each class evaluation team must go deep into the class and organize all members to conduct evaluations of "school-level outstanding graduates" and "provincial-level outstanding graduates", determine the candidates to be recommended, and apply to the Excellent Graduate Review Group of the Second-level College.
(III) The preliminary review announcement of the evaluation group of the second-level college outstanding graduates. The Excellent Graduate Review Group of Second-level College reviews the normativeness of democratic evaluation procedures, the consistency of applicant conditions, and the integrity of materials. According to the recommended quota issued by the school, the candidates to be recommended by the second-level college shall be determined, and the candidates to be recommended by the second-level college shall be announced for no less than 3 working days in accordance with the regulations. After the announcement is made, the list of candidates to be recommended by the second-level college and related materials shall be submitted to the school’s outstanding graduate review committee.
(IV) school evaluation and confirmation. The school’s Outstanding Graduate Review Committee held an evaluation meeting to review whether the selection process complies with the standards, determine the list of candidates to be recommended by "provincial outstanding graduates" and "school-level outstanding graduates", and submit it to the school’s Outstanding Graduate Review Leading Group, and at the same time it will be announced for 5 working days across the entire college. After the public announcement is made, it will be submitted to the Sichuan Provincial Department of Education for approval.
(V) certificate issuance. For provincial outstanding graduates who have been recognized, the Department of Education will issue an honorary certificate. For school-level outstanding graduates who have been recognized by the school, the school will issue an honorary certificate. At the same time, the relevant materials will be loaded into graduate file and will be recommended to the employer first.
6 Selection requirements
(I) strengthens organizational leadership. Schools and classes in various majors should establish relevant leadership and work organizations for evaluation, and fully implement the main responsibilities of recommendation and selection work. According to the spirit of the document and combined with the actual situation of the school, we will do a good job in recommending and selecting outstanding school-level and outstanding provincial-level graduates with high quality.
(II) strictly standard procedures. Strictly grasp the selection conditions and standards, and select school-level and provincial-level outstanding graduates within the prescribed quota. It is better to have nothing than to be too bad. Listen to opinions widely, standardize the recommendation and selection procedures, strictly review and control, and ensure that the recommendation and selection work is "fair, just and open". Public notice is strictly in accordance with the requirements.
(III) Strictly abide by work discipline. Strictly abide by the relevant disciplines in the selection work. For violations of discipline and regulations that are verified by the report, the staff and relevant leaders will be held accountable in accordance with the law. Graduates who have violated the rules will be disqualified once they are verified; those who have been rated as outstanding graduates in the province will be revoked and corresponding punishments will be given depending on the severity of the circumstances.
(IV) After the selection of outstanding and outstanding graduates in schools and before the graduates leave school, if there are graduates who are excellent and outstanding graduates in the college cannot graduate on schedule, or who have violated discipline, regulations and laws and regulations and are dealt with or punished, the school will revoke the honor of excellent graduates in the college and report to the Department of Education to revoke the honor of excellent graduates in the provincial college.
(V) standardized material submission and working time nodes.
1. Applicants must submit the submitted materials to the counselor before November 11, 2022. Applying for "school outstanding graduates" must submit the paper and electronic materials of Attachments 4 and 5. Applying for "provincial outstanding graduates" must submit the paper and electronic materials of Attachments 3 and 5.
2. The review teams of each secondary college should review the 2023 "School Outstanding Graduates" by November 15, 2022, and determine the preliminary review list that is proposed to be recommended as "Provincial Outstanding Graduates" (according to 5% recommendation, the final recommendation list will be generated at the college review meeting), and will be announced in this college for 3 working days. After the public announcement, there will be no objection to the Publicity Annexes 1 and 2, hand them over to the Student Affairs Office Funding Management Department for summary.
3. On November 21, 2022, the school review committee held an evaluation meeting to determine the list of candidates to be recommended by "provincial outstanding graduates" and "school outstanding graduates", and submitted it to the school review leading group, and at the same time it will be announced for 5 working days throughout the hospital. After the public announcement is made, it will be submitted to the Sichuan Provincial Department of Education for approval.
4. The heads of each secondary college should submit the paper and electronic versions of the winning student materials to the Funding Management Department of each student department before November 23. The paper version requires the student's signature and stamp with the official seal of the second-level college, and the electronic version takes the file name "serial number + name".
