In order to thoroughly implement General Secretary Xi Jinping’s important instructions on strengthening and improving the work of selected students in , strengthen the construction of the “source project” of the young cadre team, vigorously attract high-level, high-quality outstanding talents and urgently needed professional talents, and promote the economic and social development of Heilongjiang Province, according to the “Opinions on Further Strengthening and Improving the Work of Selected Students” of the Organization Department of the CPC Central Committee (Group Tongzi [2018] No. 17), after research and decision, a group of outstanding university graduates will continue to be selected for some universities in 2023 (see Appendix 1 for the list of colleges and universities). The relevant matters are now announced as follows:
1. Selection unit
1. Relevant provincial government agencies (see Appendix 2 for details).
2. Harbin City, Qiqihar City , Mudanjiang City , Jiamusi City , Daqing City , Jixi City , Shuangyashan City , Yichun City , Qitaihe City , Heihe City , Heihe City , Suihua City , Daxinganling District city (prefecture) related government agencies (see Appendix 3 for details).
3. Some relevant government agencies and units directly under the county (city, district) (see Appendix 4 for details).
2. Select objects and conditions
(I) Select Object
1. Excellent graduates of freshly graduated from colleges and universities with full-time bachelor's degree or above in 2023, bachelor's degree or above.
2. Full-time full-time master's graduates who have full-time undergraduate degree in colleges and universities with a corresponding academic degree and obtained a full-time full-time master's graduates who have full-time undergraduate or master's graduates who have full-time undergraduate or master's graduates who have obtained a corresponding academic degree and obtained a full-time full-time doctoral graduates who have full-time undergraduate or master's graduates who have full-time full-time doctoral graduates who have obtained a corresponding academic degree.
It is enough to satisfy one of the above conditions. 1. Has the nationality of the People's Republic of China and supports Constitution of the People's Republic of China .
2. Ideological and political has good quality, has a correct political stance and political attitude, earnestly study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of " two establishing ", strengthen " four consciousnesses ", firm up " four self-confidence ", achieve " two safeguard ", maintain a high degree of unity with the Party Central Committee with Comrade Xi Jinping as the core in terms of ideology, politics and actions, consciously practice core socialist values , love the party and the country, be upright in character, be honest and trustworthy, have ideals and feelings for the country and the people, and are willing to serve and contribute to the country and the people.
3. Excellent academic performance, solid professional knowledge, and able to obtain a graduation certificate and degree certificate of the corresponding academic system on time. Those with postgraduate degrees must have a bachelor's degree and a bachelor's degree. Have certain organizational coordination, comprehensive analysis, language expression and comprehensive writing skills. Fresh undergraduate and master's degree graduates should obtain the corresponding graduation certificate and degree certificate before July 31, 2023, and fresh doctoral graduates should obtain the corresponding graduation certificate and degree certificate before December 31, 2023.
4. Priority selection is given to those who meet one of the following four conditions: ① Members of the Communist Party of China (including probationary party members); ② Has been a student cadre for at least six consecutive years during undergraduate or graduate studies; ③ Has received school-level or above rewards during undergraduate or graduate studies; ④ Has experience of joining the army (the calculation time for the above conditions is until November 15, 2022).
5. Age over 18 years old, of which, undergraduate students are under 30 years old (born in November 1991 and later), master students are under 32 years old (born in November 1989 and later), and doctoral students are under 35 years old (born in November 1986 and later). The age of those with experience in joining the army is relaxed by two years. If the conditions are excellent, the age can be appropriately relaxed.
6. Have physical conditions and psychological qualities to perform duties normally, and meet civil servant recruitment physical examination standards .
7. Meet other qualification requirements for the selection unit.
8. Anyone who has committed illegal, academic misconduct and moral character during school, has suffered various punishments, and has the circumstances stipulated by the Civil Servants Law of the People's Republic of China and other laws and regulations shall not apply for the exam. Applicants are not allowed to apply for recruitment positions that constitute a evasive relationship after they are recruited.
9. If there is any concealment, impersonation, fraud, violation of examination discipline, fraudulent files or other problems, once verified, the application or recruitment qualification will be immediately cancelled in accordance with relevant regulations. If the important archives and materials are incomplete, personal experience is unclear, and historical situation is unclear, and the effective inspection cannot be conducted, and if the selected candidates do not meet the conditions that the candidates should meet or do not meet the requirements for the application position, they shall not be determined as candidates for recruitment.
10. Applicants should apply for the exam with integrity, fill in the information truthfully, and provide relevant supporting materials. Qualification review will run throughout the entire process of selection and selection. If the applicant is found to have fraudulent, false information filled in or fail to meet the application qualification requirements during each selection process, his or her qualification qualification will be cancelled.
3. Selection program
1. Selection registration. The registration time is from 8:30 on October 31 to 17:30 on November 15. Students who meet the conditions voluntarily register, log in to "Heilongjiang Provincial Selected Students Work Network" , click "Applicant Portal", enter the targeted selected student registration port, register and truthfully fill out the "Heilongjiang Province 2023 Targeted Recruitment Selected Student Registration Recommendation Form", and upload the color scanned documents of relevant supporting materials such as political appearance, experience as a student cadre, awards at school level or above, and experience of joining the army (PDF format, resolution 300dpi). Upload recent front-facing certificate photos (both red, blue and white backgrounds are available in jpg format. When produced using picture software, the width and height of the photo are 130×160 pixels, the resolution is 350dpi, and the color mode is 24-bit RGB true color). Each person can fill in 2 applications. The first choice is a provincial or municipal (prefecture), county (city, district) position, and the second choice is a municipal (prefecture) position (excluding Harbin City) or county (city, district) position. If the first and second choices are both municipal (local) positions, the two positions must be positions in different cities (local) positions; if the first and second choices are both county (city, district) positions, the two positions must be positions in different counties (city, district), and both choices must meet the job application requirements. Positions are tiered choices, and when filling out the application, you should try to form tiered choices. The first and second choices shall be admitted in batches and shall be adjusted appropriately depending on the circumstances.
2. Qualification review. Qualification review will be conducted based on the selection target, selection conditions and job application conditions. The qualification review results were fed back through the registration system of the "Heilongjiang Provincial Selection and Selection Work Network". For those who do not meet the application requirements for the position, applicants can apply for other positions within the registration time.
3. School recommendation. Applicants who have passed the registration qualification review promptly printed a copy of the "Heilongjiang Province 2023 Targeted Recruitment Selected Students Registration Recommendation Form" (hereinafter referred to as the "Recommendation Form") from the front and back of the registration system to submit their department for review and stamping. The school's employment guidance department will put forward recommendation opinions based on the selection conditions. Candidates will upload the color scanned copies (PDF format, resolution 300dpi) on the front and back of the "Recommended Form" stamped by the departments and schools before 17:30 on November 18. The paper version of the "Recommended Form" will be collected by the inspection team when it is to be inspected.
4. Second round of registration. The number of registrations for each recruitment position will be released through the "Heilongjiang Provincial Selection and Selection Work Network". Candidates who have passed the qualification review can log in to the registration system on the website and refer to the number of registrations for the second round of registration (only their application position information can be modified, and registration personal information cannot be modified). If the second round of election and application review is approved, the application shall be based on the adjusted application; if the review fails, the original application application will still be maintained. The results of the second round of selection and registration review will be announced through the registration system of the "Heilongjiang Provincial Selection and Selection Work Network".
5. Exam. The Organization Department of the Heilongjiang Provincial Party Committee organized the examination uniformly. The exam is divided into written test and interview. The written test subject is "Comprehensive Quality Test", and the interview is structured interview , with the full score of 100 points.The examination time is tentatively scheduled for early and mid-December, and the specific time will be notified separately. The examination location is located in Harbin. Candidates must take their admission ticket and original ID card to the designated examination site to take the examination (the specific examination time and examination site shall be subject to the admission ticket. Candidates are required to pay attention to the notice of the "Heilongjiang Provincial Selected Students Work Network" in a timely manner). In early December 2022, candidates can print their admission ticket from the registration system (the specific time is subject to the notice of the "Heilongjiang Provincial Selection and Selection Work Network").

7. Public announcement and employment. Based on the inspection and physical examination, the Organization Department of the Heilongjiang Provincial Party Committee has studied and determined the candidates to be selected and made public announcements at the candidate's school. Based on the public announcement, we will study and determine the formal selection of personnel. In July 2023, after the formally selected personnel graduate, the Organization Department of the Heilongjiang Provincial Party Committee will handle the relevant procedures for civil servant recruitment. Selected personnel who have not obtained the corresponding academic qualifications, degrees or cannot graduate normally within the specified time will be disqualified from the recruitment.
4. Management and use

The probation period for
selected personnel is 1 year. During the probation period, the grading salary and vehicle subsidy standards are directly implemented. After is converted to grading, the salary of is high-level. If the probation period is over and the examination is passed, the formalities shall be completed; and within the limit of jobs, the doctoral student shall be appointed as the second-level chief clerk, the master student shall be appointed as the fourth-level chief clerk, and the undergraduate student shall be appointed as the first-level clerk; if the assessment is not qualified, the recruitment qualification shall be cancelled after being reported to the Organization Department of the Heilongjiang Provincial Party Committee for review.
