Article 3 [Scope of application] The production or import of civil drones that contain radio transmission equipment for sale and use within the territory of the People’s Republic of China is to meet the requirements of remote control, telemetry, information transmission and other functions of civil drones within the territory of the People’s Republic of China These measures apply to the use of radio frequencies, the installation and use of airborne radio stations (stations) for civil UAVs, and the installation and use of ground radio stations (stations) involving civil UAV flights.
Chapter 2 Civil UAV Radio Frequency and Station (Station) Management
Article 4 [Frequency Range] In addition to the micro-power short-distance radio transmission equipment specified in these Measures, civilian UAVs can apply for the use of 840.5-845MHz, 1430-1444MHz, 2400-2476MHz (hereinafter referred to as 2.4GHz), 5725-5829MHz (hereinafter referred to as 5.8GHz) frequency bands are used for remote control, telemetry, and information transmission links. Article 6 [Frequency, Station License] To use civil drones other than those that meet the requirements of Article 5 of these Measures, a radio frequency use license and a radio station (station) setting and use license shall be obtained.
Article 7 [Licensing subject] Use of the radio frequency of the civil drone remote control, telemetry, and information transmission link specified in these Measures, the radio frequency used and the corresponding airborne or ground radio station (station) used, Licensing is implemented by the radio management agencies of various provinces, autonomous regions, and municipalities directly under the Central Government. Other radio frequencies used by civil unmanned aerial vehicles and the corresponding airborne or ground radio stations (stations) set up and used shall be licensed by the radio management agency in accordance with the licensing authority determined by the "PRC Radio Management Regulations" and other provisions.

Article 9 [Public network use] Civilian drones use public mobile communication systems to achieve remote control, telemetry, and information transmission functions. Article 10 [Aviation Special Frequency and Station License] Civil UAVs and related ground radio stations (stations) use the special aviation radio frequencies allocated to the civil aviation system by the National Radio Management Agency, which shall be implemented by the civil aviation authority of the State Council Frequency use license. Article 11 [License extension and change] The validity period of the civil drone radio frequency use license and the radio station (station) setting and use license shall not exceed 5 years. If it is necessary to continue the use after the expiration of the relevant license period, an application for renewal shall be submitted to the radio regulatory agency that made the license decision 30 working days before the expiration of the period. Units or individuals that use civil drones airborne or ground radio stations (stations) should use them in accordance with the specified licensing items and conditions, and must not deliberately send or receive radio signals other than those specified, and must not spread, publish, or use unintentionally received radio signals. information. Article 12 [Maintenance requirements] Units or individuals that install and use civil drones and related ground radio stations (stations) shall strengthen daily management and perform regular maintenance on radio equipment to ensure that their performance indicators comply with national standards and national standards. The relevant regulations of radio management avoid harmful interference to other radio stations (stations) set up and used in accordance with the law, and at the same time improve their own anti-interference ability.
Article 13 [Electromagnetic protection and safety in use] Units or individuals that install and use civil drones and related ground radio stations (stations) shall abide by the national environmental protection regulations and take necessary measures to prevent radio wave emission The electromagnetic radiation pollutes the environment. Chapter III Management of Radio Transmission Equipment for Civil UAVs
Article 14: [Model Approval] The production or import of civilian UAVs that contain radio transmission equipment for sale and use within the territory of the People’s Republic of China shall be managed in accordance with national radio transmission equipment Relevant regulations, obtain the type approval certificate of radio transmission equipment, except for the micro-power short-distance radio transmission equipment that meets the requirements of Article 5 of these Measures. Article 16 [Temporary Entry] Import of civil drones containing radio transmission equipment, consignees of imported goods, persons entering the country with civil drones containing radio transmission equipment, and delivery of civil drone radio transmission equipment The recipient should declare to the customs voluntarily and go through customs clearance procedures with the radio transmission equipment type approval certificate. Chapter 4 Use Requirements and Supervision and Inspection

Article 18 [Interference Protection] If a civil drone radio station (station) set up and used in accordance with the law is subject to harmful interference, it may lodge a complaint with the radio management agency of the province, autonomous region, or municipality where it is located. The radio management agency that accepts the complaint shall deal with it in a timely manner in accordance with the relevant provisions of the "Regulations of the People's Republic of China on Radio Management" and "Interim Measures for Radio Interference Complaints and Investigations".
Article 19 [Supervision and Inspection] The radio management agency shall regularly inspect and test the radio frequencies used by civil drones and the radio stations (stations) set up and used to maintain normal radio wave order. Radio management technical institutions at all levels are responsible for monitoring radio signals, finding sources of radio interference, civilian drones and related ground radio stations (stations) that have been installed and used without permission.
Article 20 [Control] When national security, major tasks and major emergencies require radio control or the establishment of drone control areas in accordance with the law, users of civilian drones shall comply with relevant control regulations or instructions .
Article 21 [Comply with the regulations of other departments] The establishment and use of civil drone radio stations (stations) shall also comply with local governments, public security organs, civil aviation authorities of the State Council, flight control departments and other relevant departments. Relevant laws, regulations and rules of man-machine management.
Article 22 [UAV countermeasures] No organization or individual may illegally own and use UAV wireless voltage control (blocking) equipment. The management measures for the deployment and use of UAV wireless voltage control (blocking) equipment shall be separately formulated by the national radio management agency.
Article 23 [Legal Liability] Violation of this regulation shall be subject to relevant administrative regulations and departments by the radio management agency in accordance with the "Regulations of the People's Republic of China on Radio Management", "Regulations of the People's Republic of China on Radio Control", "Management Measures for Radio Frequency Licenses Penalties shall be imposed according to regulations; if a violation of public security management is constituted, public security management punishment shall be imposed according to law; if a crime is constituted, criminal responsibility shall be investigated in accordance with law.
Chapter 5 Supplementary Provisions
