In recent years, the Provincial Department of Finance has thoroughly implemented the spirit of General Secretary Xi Jinping’s important speech during his inspection of Hunan, fully implemented the strategic positioning and mission of the "three highs and four new", and truly shouldered the important mission of building a highland of scientific and technological innovation with core competitiveness, and worked hard, taking on the responsibility and courageous work, and achieved remarkable results in all work.
Diverable investment mechanism has been basically established. The fiscal investment mechanism with multiple measures of "investment, loan, reward, guarantee and supplement" has been continuously improved, and a technology diversified investment system with "financial guidance and incentives, market allocation as the main focus" has been basically established. From 2019 to 2021, the province's fiscal science and technology expenditure was 67.83 billion yuan, guiding the whole society to invest about 230 billion yuan in R&D, encouraging financial institutions to issue loans of more than 300 billion yuan to technology enterprises, and leveraging social capital to invest nearly 10 billion yuan in technology angel funds.
The position of enterprises as the main body of innovation has steadily improved
Increase leverage guidance, promote the "incremental quality improvement" of technology-based enterprises, and the added value of high-tech industries has reached a trillion levels. As of the end of 2021, there were 11,026 high-tech enterprises and 11,401 technology-based small and medium-sized enterprises in our province, an increase of 1.36 times and 3.47 times respectively; 12 listed companies on the Science and Technology Innovation Board, ranking second in the middle; 232 national-level specialized and specialized "little giant" enterprises, ranking seventh and first in the country; our province's enterprise innovation capability index has continuously ranked eighth and first in the country.
The entire region innovation pattern has basically taken shape
concentrates financial resources to support the construction of "three districts, two mountains and two centers" to achieve obvious results. Especially this year, we have actively promoted the construction of major innovation platforms such as Yuelu Mountain Laboratory , Yuelu Mountain Industrial Innovation Center, Xiangjiang Laboratory, and Furong Laboratory. At present, our province has 619 national key laboratories, ranking 8th and 2nd in the country; the total number of national high-tech zones has increased to 8, ranking 6th in the country. With the innovative integration of Changsha-Zhuzhou-Tanzhou as the core, the development pattern of innovative urban construction with Yueyang and Hengyang as the two wings has basically taken shape.
core technology research and development has achieved significant results
supports the implementation of a number of major provincial science and technology projects and the top ten provincial technical research projects, and has 167 key core technologies that have made major breakthroughs. Strategic new products such as medium and low speed magnetic levitation train , permanent magnet synchronous motor traction system, small and medium aviation engines have driven the provincial equipment manufacturing industry chain to move towards the middle and high end. Breeding technologies such as fish, peppers, and "double-low" rapeseed support the high-quality development of seed industry .
System and mechanism reform has been deepened to promote
issued and further improved the implementation opinions on provincial scientific research funding management and other scientific and technological innovation documents, carried out reform pilot projects such as "funding system" and scientific and technological rewards, and encourage scientific researchers to devote themselves to research. Reformed the three major systems of scientific and technological talents recruitment, talent evaluation, and talent service, and formed a scientific and technological talent echelon system from college students, postdoctoral students, Hunan youth talents, scientific and technological leaders to academicians. A total of 12 academicians of the two academies have been elected, and 50 academician workstations have settled in Hunan. Central South University and 5 universities and 15 disciplines including Central South University were selected as the " Double First-Class " construction universities and construction disciplines, all ranking 8th in the country and 2nd in the central region.
