Regarding the main considerations and species selection basis for the formulation of the "List of Key Management Invasive Alien Species", the relevant person in charge said that there are mainly four considerations:

First, the degree of harm is serious. Species that seriously damage agriculture, forestry, animal husbandry, and fishery production in invaded areas, and can cause large-scale reductions or even no harvests of planted crops or aquaculture species; or species that pose a major threat to the biodiversity and ecosystem of the invaded area, and if they occur, will cause a large number of native organisms to die in local areas.

Second, it spreads quickly. Invasive alien pests and diseases and plants that have a large occurrence area or potentially threaten an area and are easy to spread quickly with wind or water flow; or invasive alien aquatic animals that have occurred in many important water systems such as the Yangtze River and the Pearl River in my country.

Third, prevention, control and management are difficult. Species that pose a threat to various habitats such as farmland, forests, grasslands, and urban green belts, are difficult to manage, and require comprehensive coordination by multiple departments to intercept and control species.

Fourth, the harm comes in various forms. In addition to threatening agricultural, forestry, animal husbandry and fishery production and biodiversity, species that contain toxins themselves or cause serious harm to human and animal health through bites and other means.

In the next step, we will further strengthen comprehensive prevention and control through the following five measures:

First, strengthen source prevention. We will continue to carry out the "Green Shield at the National Gate" operation to strengthen the quarantine of inbound goods, transportation vehicles, mailings, cross-border e-commerce and other channels, and promptly eliminate and dispose of invasive species found. Strengthen quarantine supervision on the cross-regional transportation of seeds, seedlings, plant products, and aquatic seedlings within the country.

The second is to strengthen the census. Find out the number of species, distribution range, occurrence area, and degree of harm of invasive alien species, study and judge the invasion and spread trends of alien species, and provide basic data support for the scientific prevention and control of alien species invasion.

The third is to strengthen monitoring and early warning. Rely on the existing monitoring network, optimize the layout of monitoring stations (points), strengthen monitoring of key species occurrence areas and high-risk areas for invasion, and strive to achieve early detection and early response.

The fourth is to strengthen precise management. Formulate prevention and control technical guidelines by category and species, clarify the key periods, key areas and main measures for prevention and control, and carry out "one policy, one policy" precise management. Guide local governments to adopt measures such as physical removal, spraying chemicals, and biological control according to local conditions to implement prevention, control, and eradication.

The fifth is to strengthen technological support. Strengthen technological research on species prevention and control, develop green prevention and control technology products, improve technical standards and specifications such as investigation and monitoring, comprehensive prevention and control, and explore the formation of a safe, efficient, economically feasible and comprehensive management technology model.
