People from all walks of life on the island have been chanting "return taxes to the people" recently, but Taiwan leader Tsai Ing-wen announced yesterday that there will be no universal cash distribution, arousing doubts from the outside world. In this regard, Taipei City Councilor Xu Hongting of the Chinese Kuomintang who has served in the financial industry called for this money to be used to assist people who were financially injured during the epidemic.

Xu Hongting explained on the Zhongtian political commentary program yesterday that tax overtaxation does not mean that the people have paid more taxes, but that the "government" has received more taxes than expected. When this happens, there are three ways to deal with it: "pay the treasury", "repay debts" and "return taxes to the people". He also mentioned that he and Wang Hongwei were in the same inquiry group at Taipei City Council . As early as 2017, they had called for "returning taxes to the people" because from then to now, taxes have been exceeded every year.

Xu Hongting pointed out that in the past, tax overtaxation was related to land value-added tax , but the overtaxation in recent years is related to the change of social structure due to the epidemic. In the past two years, there are two main sources of tax overtaxation, one is income tax from profit-making enterprises (mainly from the shipping industry and major semiconductor manufacturers), the other is certificate tax, and then the comprehensive income tax paid by ordinary people.

Xu Hongting went on to say that the top three companies in Taiwan that pay the most taxes account for 10% of the total tax. At the same time, the top 1% of companies pay 75% of the total tax. In terms of comprehensive income tax, 10% of the people pay 80% of the tax. He said directly that Taiwan's social structure is really a bit outrageous.

"The entire financial structure of Taiwan has changed due to the epidemic. Some people have benefited, but others have been injured." He believes that if cash is to be made universal at this point in time, it should be given to people who lack cash, need to buy and sell food due to inflation, and do not have stocks and houses, because they are injured in the epidemic.
