1. Regarding "Special Military Operations"
1, the United States and NATO military assistance to Ukraine
The United States and NATO countries have provided huge military assistance to Ukraine. A total of 27 countries have provided weapons worth 97 billion US dollars to Ukraine, which far exceeds the investment of the United States in the Afghanistan war . NATO military staff, artillery and other professionals guide the Ukrainian army in combat areas. In order to support the Ukrainian army, the United States and NATO deployed more than 500 military and dual-use satellites, including more than 70 military satellites . The United States and its allies have invested heavily in conducting information psychological warfare against Russia and its allies. Hundreds of Western TV stations, tens of thousands of print media, , and social network media publish thousands of pieces of false information about Ukraine events every day in accordance with the instructions of the United States.
2, Russia's local mobilization work
has been carried out and completed the partial mobilization of 300,000 people with high quality as scheduled, and measures have been taken to improve various guarantees and quickly improve the organizational structure of military command organs, corps and troops. 830,000 workers in the defense-industrial complex and other important areas of national life are exempted from conscription. Local mobilization improves the combat capabilities of the troops and promotes combat operations. The "liberated" territory was five times the pre-war territory of Luhansk and Donetsk Oblast. When the Azov Steel Plant was "liberated", more than 4,000 people were killed and 2,439 captured. More than 100,000 people have received state awards, 120 of them have been awarded the title of Hero of Russia, and more than 250,000 soldiers have gained combat experience.

3. Restoring peaceful life in the "liberated areas"
Berdyansk and Mariupol port have resumed full operation. It is planned to deploy Russian navy support ship berths, emergency rescue departments and ship maintenance teams here; restore the railway connection between Russia and Crimea Road and highway traffic; restored railway traffic with the country's Donbass; controlled the North Crimean Canal, restored the water supply to the Crimean Peninsula; demined an area of 27,000 hectares; built 12 residential buildings in Mariupol, and continued to build 6 buildings, kindergartens and schools; built 2 multi-functional medical centers in Lugansk and Mariupol.
In addition, the Russian military has also participated in other important tasks, including participating in the Collective Security Treaty Organization's operations to stabilize the situation in Kazakhstan and crushing attempts at color revolutions; maintaining peace in Syria and Nagorno-Karabakh, and carrying out humanitarian operations, demining, and providing medical assistance to local people.

2. Installation status of important equipment
1. Strategic nuclear forces. The nuclear trinity has reliably implemented strategic deterrence, and the modernization level of strategic nuclear force weapons and equipment has reached 91.3%. Land-based strategic nuclear forces: 2 missile regiments were replaced with the "Yars" land-based mobile missile system; 1 missile regiment equipped with the "Vanguard" hypersonic missile system was put on combat duty; the "Sarmat" missile system heavy missile was successfully test-fired during the national test and can begin deployment. Air-based strategic nuclear force: added 1 Tu-160M and Tu-95MC strategic bombers, and carried out 73 air patrols, including 2 joint patrols with the Chinese People's Liberation Army. Sea-based strategic nuclear force: The "Grand Marshal Suvorov" nuclear submarine equipped with the "Bulava" ballistic missile is in service.
2, other military services. The unified aerospace system of the Air and Space Force has been further developed, with the launch of the sixth "Dome" satellite, which can continuously monitor the launch of missiles in the northern hemisphere; equipped with many new trainer aircraft, the flight hours of trainees have increased by one-third. The Navy received 1 advanced nuclear submarine, 6 surface combatants, 3 combat boats, 11 support ships and 2 sets of shore-based missile systems; the "Zircon" sea-based hypersonic missile began to be installed in batches; the "Admiral Gorshkov Soviet Admiral" frigate is about to complete its preparations for carrying hypersonic missiles to carry out combat missions in unprepared waters of the world's oceans.In order to prioritize "special military operations", some weapons and equipment originally planned to be installed in 2024-2025 will be advanced to 2023.
In 2022, the number of major weapons and equipment installed by the troops will increase by 30%. The number of missiles, artillery weapons, ammunition and aviation anti-personnel weapons will increase from 69% to 109%. The completion rate of national defense order tasks for major types of weapons will reach 91%.

3. Exercises, training activities and military cooperation
1. Exercises and training. All campaign combat training activities in 2022, including 14 international exercises, were successfully completed. More than 5,100 people from 15 countries participated in the "Vostok-2022" strategic headquarters exercise; strategic nuclear forces successfully practiced the subject of retaliatory intensive nuclear strikes after being hit by enemy weapons of mass destruction; they went to the eastern Arctic and the Chukotka Peninsula to conduct an Arctic expedition to carry out training, testing, research and other activities to verify weapon technology in the Arctic environment. The combat capabilities of the armed forces have been increased by more than 13%.
2, military cooperation . The Russian Ministry of Defense maintains and develops cooperative relations with the militaries of 109 countries in Asia, Africa, the Middle East, and Latin America, and carries out 350 international activities, including the "International Military Competition" (more than 5,000 people from 34 countries competed in 12 National participation), "International Military Forum" (36 national contracts signed, worth 525 billion rubles), the 10th Moscow International Security Conference (700 people from 70 countries participated), the 1st International Anti-Fascist Conference (26 countries military attachés , delegations from 9 countries).
4. Development of military academies
Starting from September 1, 2023, Donetsk Higher Combined Command School of All Arms will join the list of Russian armed forces universities. On September 1, 2023, Irkuts Suvorov Military School will start recruiting students.

5. Military medicine
adopts preventive medical measures. In the past 10 years, the overall incidence rate of the armed forces has dropped by one-third; the number of military medical organizations providing high-tech medical services has tripled, and the scope of services has doubled, providing medical services to more than 28,000 people. During the "Special Military Operation", first aid can be provided within 10 minutes, the wounded can be sent to the medical unit within 1 hour, and to the military hospital within 24 hours, which has reduced the mortality rate during the evacuation phase of the wounded, and the mortality rate in the hospital is less than 0.5 percentage points; the military health modernization plan for 2027 has been launched, and the Kazan modern military hospital has been put into operation. Nine new military hospitals were built in Yuzhno-Sakhalinsk, Bryansk, Kursk, Belgorod, Kaspisk, Sevastopol, Mirny and Vladikavkaz; a health and treatment center was built in Kamchatka; the Ministry of National Defense organized and organized anti-epidemic work to prevent the high incidence rate during the sixth round of the new coronavirus epidemic.
6. Military infrastructure construction

7. Major patriotism and cultural projects

8. Measures to consolidate national security
In response to NATO increasing military capabilities on Russia's borders, accepting Finland and Sweden to join NATO, reciprocal measures should be taken to deploy corresponding troops in the northwest region of Russia;
raise the lower age limit for conscription from 18 to 21 years old, and increase the upper age limit for conscription to 30 years old in stages. Citizens can sign the contract if they wish to join the army. simultaneously perform contractual military service; establish two cross-service regional strategic corps - the Moscow Military District and the Leningrad Military District; continue to improve the organization and structure of each service, and increase the responsibility of the General Headquarters in training and using corps and corps;

9. Priority tasks in 2023
Continue to carry out "special military operations" until the mission is completed; continue to maintain peace and stability in the Nagorno-Karabakh region and Syria; comprehensively implement campaign combat training activities, focusing on the threats brought by NATO's continued eastward expansion; prepare to hold the "West-2023" exercise; complete Strategic Rocket Force 22 sets of "Yars", "Vanguard" and "Saar" The Ermat intercontinental ballistic missile launcher was put into combat duty; the air-based strategic nuclear force received three Tu-160M strategic bombers; the Navy received the "Alexander III" nuclear submarine, as well as 4 submarines and 12 surface ships; it increased the number of deliveries of "Dagger" and "Zircon" hypersonic missile systems and continued the development of other advanced weapons; by the end of 2023, the number of contract soldiers will be increased to 521,000.
