At the meeting, I focused on the following points:
1. This meeting mainly implements the instructions of the Party Central Committee and Chairman Mao on Hainan Military Region conveyed by Commander-in-Chief Zhu, and requires the Commander-in-Chief to take charge to solve Hainan's problems. This itself has strategic and far-reaching historical significance. This also shows that the Party Central Committee and Chairman Mao’s special concern for Hainan Island, and the task entrusted to us is of great importance. We should not let down the heavy trust of the Party Central Committee and Chairman Mao.
2. Commander-in-Chief Zhu is respected and is already an elderly man. He worked tirelessly and spent more than ten years traveling through four-fifths of the land on Hainan Island. Only the corner of Yinggehai in the southwest corner was dissuaded by us. Whenever he went to a place, he would visit a place, contact Yumen and villagers to investigate and understand the situation, and talk about it when he saw a problem. The approachable and close contact with the masses of the Commander-in-Chief set a good example for all our comrades and was a great education for us. All these were sent to you at that time. 3. The commander-in-chief conveyed the central government’s instructions to two problems: the first is the placement of scattered personnel among demobilized demobilized personnel in Qiongya Column. This is a very important political and ideological work in combat preparations, an important issue affecting military-civilian relations, and an important factor in stabilizing the military. We must do this work well from beginning to end, and never make a mistake. The second is the issue of planting rubber in Hainan.
4. Leaders at all levels should take the initiative to promote the cultivation of vegetables and solve the problem of eating vegetables in the army. This is a problem that concerns the life of the troops, a long-term combat readiness issue, and a main factor in stabilizing the troops. This Hainan unit comes from the Northeast, and the new recruits also come from various provinces in the mainland. If the problem of vegetable supply in the army is not solved, it will have a great impact on the army and leaders at all levels need to take the lead in doing it well. We are Chairman Mao’s soldiers and Commander-in-Chief Zhu. They took the lead in the Northwest Loess Plateau, advocating "doing things yourself and having enough food and clothing". The military and civilian life in northern Shaanxi has been done well. We have achieved enough food and clothing. 7. The military region organized two teams to carry out these tasks. We go to the middle line, and the first problem we solve is to establish an arsenal in the Wuzhishan area south of Qiongzhong County, , the hinterland of Hainan, to find a solution to the problems of manufacturing explosives, grenades and repairing guns.
My specific opinion is to divide the military region's automobile repair factory into two and extract part to build an arsenal. It takes time to build an arsenal, and this time it needs to be decided on the site. This is a problem related to long-term persistence in Hainan Island and consuming the enemy through persistence. It is the first problem to be solved to realize the combat plan.
We are going to take one month to implement the plan:
First, solve the problem of the arsenal. To build an arsenal, we need machines, second, we need to transfer technicians from the mainland, and third, we need to solve the explosives problem. According to the experience in the Anti-Japanese War and the War of Liberation, three raw materials are needed to make explosives, one sulfonium (sulfur), dinitrogen, and three charcoal. Hainan Island has no sulfur or nitrate, but nitrate can be tried and self-refined. It needs to be tested first. Charcoal can be made and burned with white charcoal. Sulfur needs to be found in the mainland, so I have to ask the military region to solve the problem. By establishing the 1st factory, we can solve problems such as explosives, grenades, and blasting tubes.
Second. We must consider solving the problem of eating between the military and civilians during combat readiness. At that time, Hainan Island had a serious unbalanced development, with population and grain concentrated in coastal areas. Hainan's hinterland was sparsely populated, grain output was very low, and the mainland people were inadequate to food. Therefore, it is necessary to consider the issue of food reserves for the military and civilians during combat readiness. We must first dig holes to solve the problem of storage and storage warehouses, and then consider the problem of grain processing, and decide to move a few grain processing plants of the military region and the administrative office to Wuzhishan to process grain. The supply of guns, guns, ammunition and ammunition have been solved, and the problem of eating food has been solved, which has solved the main problems in implementing the plan.
Third, solve the problem of road traffic and transportation problems. At that time, there was only one passage from Tong, Yulin , and it was difficult to get in and out. It was necessary to open a road from the west of Tongshi City to reach Yulin Fortress, and to widen the road west of Qiongzhong County to that big one. A bridge must be built on the river in Nandu River . Then build a road from Qiongzhong to Wenchang . Solve the road of troops moving towards the Northeast. Solving the problem of road smoothness requires manpower, material resources and financial resources. We need to mobilize coastal people to participate, and we will solve and arrange cement, , steel, . These materials are currently in a tight and difficult situation in the country. I would like to find suggestions to repair stone arch bridges. The stones and limes used are self-exploding and burning, and the materials are taken locally.
Fourth, considering the difficulty of the wounded in seeking medical treatment during wartime, establish a good hospital. The 197 hospitals in the military region, relying on , Ding'an County , 198 and 199 hospitals, had to move to the mainland of Wuzhishan during the war, and also had to move part of the military region and local pharmaceutical factories to the mainland. During the war, a large number of wounded people were all transported by the mainland and it had to be solved on the spot on the island. Once the treatment and recuperation problems of the wounded and sick people are settled, the troops will be in a stable mood and will reduce their worries. This is one of the main measures to stabilize the troops and adjust combat sentiment.Most of our troops have gone through the War of Resistance Against Japan and the War of Liberation. Everyone has an experience: "I am not afraid of hanging flowers on the battlefield, I am afraid of being injured and not being able to be captured on the battlefield, and I am afraid of not being treated." Fifth, the location of the command organs and the leadership organs of the headquarters during wartime. Including the district party committee and administrative office, they must be moved to the mainland during wartime, and of course, some of the work must be left along the coast. This issue is a big problem that the red flag of the Wuzhishan Mountain in Hainan Island does not fall. After reading East Hauzhou, I went to West Hauzhou again. There are more than 100 fishermen on this island and they grow a lot of coconuts. The terrain of Ximaozhou Island is from northeast to southwest, and most of the island is surrounded by steep walls and cliffs, which is very beneficial to us. At that time, it was decided to organize a garrison of 200 people, dig a "Ding"-shaped tunnel, prepare enough ammunition, school food, drinking water on the island, and prepare firewood. When fighting, the old and weak fishermen on the island will be moved to the inland. The young people cooperate with our army on the island.
