Stage 1: Basic Qualifications

Applicants must first meet the requirements for basic qualifications before they can obtain points according to one of the two points systems established under the scheme.

Stage Two: Points System

Applicants who meet all the requirements of the basic qualifications can choose to be assessed using the Comprehensive Points System or the Achievement Points System. The comprehensive points system has a minimum passing score. Applicants should first evaluate whether their personal qualifications have reached the minimum passing score before submitting an application.

Phase Three: Selection Process

The selection process will be conducted regularly to allocate places to applicants. In each selection process, eligible applicants are ranked according to their total scores, and applications with higher scores will be selected for further assessment. However, score level is not the only assessment criterion. The Advisory Committee will take into account Hong Kong’s socio-economic needs, the sectors to which each applicant belongs and other relevant factors to recommend to the Director of Immigration how to allocate the quotas available in each selection process. Stage 4: Approval in principle

Applicants who are allocated quotas in the selection process will be issued a letter of approval in principle. Stage Five: Issuance of Visa/Entry Permit
