Immigration Canada promises to take measures: retain more international students
Recently, the Immigration Canada (IRCC) issued a response to the Standing Committee on Citizenship and Immigration in the House of Commons (CIMM). The response focuses on the measures that can be taken and measures that have been taken to help achieve the three indicators related to international students proposed by the CIMM report and aims to reduce uncertainty and help international students through the Canadian license application, study and settlement process.
1, attracting international students
From 2022 to 2023, the number of international students holding study permits is expected to increase to about 753,000. In response, the content promised by the IRCC is related to Chinese international students:
● Explore the expansion of the Direct Learning Program (SDS) to specific Asian, African and French-speaking countries. SDS is a fast track for candidates from 14 countries to obtain study permits.
● Discuss how best to facilitate the transition to permanent residence of international students, especially those with the skills, experience and language level required to succeed in Canada.
2, Ensure fairness of international student programs
IRCC promises to review practices and ensure fairness of the entire International Student Program (ISP) by:
● Continue to investigate issues related to accessibility, race and gender to further understand the unique challenges faced by clients.
● Establish a Classified Data and Analysis Framework (DDAF). Classified data is filtered data, based on population characteristics, understanding their specific relationships; better understanding how specific populations are affected by specific policies or phenomena.
● Explore the patterns and determinants of social welfare in immigrant groups, focusing on different ethnic groups.
● Review the selection process of international students and evaluate students based on criteria that are more relevant to the potential value of students.
3, improve service and communication for international students
IRCC made the following response:
● Emphasize that 1,250 new processors have been hired by the end of the fall of 2022 to assist in processing capabilities and publish the backlog of monthly data.
● Committed to cooperate with designated learning institutions (DLIs) to collect registration and identity information data for international students. DLI will submit data to the IRCC for real-time processing.
● Expresses its interest in continuing to implement measures such as the 2022 pilot plan. Immigration officials will actively publish their decision when making a decision on the application for temporary resident visa (TRV) to ensure transparency and facilitate understanding.
Cancel the working time limit for international students
From November 15, 2022 to December 31, 2023, in Canada, international students who hold a study visa and allow them to work off-campus will be able to work off-campus for more than 20 hours a week during class! The measure aims to alleviate the labor shortages being experienced across Canada. In addition, IRCC has launched a pilot program to automate the processing of learning visa extension applications. If the pilot is successful, it will scale up to help reduce processing time.
According to the new policy, the qualification requirements for overseas students to work full-time off-campus:
● Hold a valid student visa, that is, study permit; and
● The student signature paper states that off-campus work is allowed; and
● Study full-time at the DLI college (DLI) designated by the Canadian Immigration Agency, while primary and secondary school students do not meet the requirements; and
● The program you study must be a post-secondary academic course (ESL English courses do not count); and
● The major you study must be at least 6 months, which is related to your academic degree.

PGWP New Policy Rules:
. International students who are currently taking online classes abroad in Canada or submitting a study visa before August 31, 2022, online classes overseas can still be included in the time required for graduation work visa; however, the length of online classes taken after September 1, 2023 will lead to a corresponding reduction in the duration of graduation work visa;
. From September 1, 2022 to August 31, 2023, the proportion of overseas online classes cannot exceed 50% of the total course proportion; starting from September 1, 2023, all overseas online classes will be deducted from the accumulated time of graduation work visa.
Immigration Bureau also emphasized that this will be their last extension of this special exemption measure. Starting from September 1, 2023, all study time completed outside Canada cannot be counted as a graduation work visa and must be deducted from the accumulated time.

Graduation work visa expiration date is from September 20, 2021 to December 3, 2022, whether your work visa has expired or is about to expire, you can be eligible for an 18-month extension.
The Immigration Bureau has divided the total number of 5 different situations to decide what you need to do, such as whether to update the mailing address to them, whether you need to update your passport, or you need to submit your extension application online, etc. Applicants can take the seat according to the official website guidelines. If you need to submit an application for extension online, the online application opening time will be from August 2, 2022 to December 31, 2022.
Note: If applicants who meet the requirements need to submit their own extension application, they must complete the submission before the end of this year, otherwise they will lose this valuable opportunity.
Exclusive channel for international students + 5 key points of new policy
In the House of Representatives meeting, Immigration Minister Sean Fraser proposed a strategy to help foreign workers and international students with rich work experience in industries with current labor shortage to obtain permanent residence .
1, Explore the "special immigration channel" for international students
The Immigration Department is focusing on how to help international students gain meaningful work experience during their studies and help these students participate in the labor market.
A key commitment announced by the Minister of Immigration is to create a clearer way to obtain permanent residence for international students. The Immigration Department is also testing this new channel recently. The access will give some international graduates more time to stay in Canada and continue to gain work experience and pave the way for them to obtain permanent residence.
Immigration Department will assess the impact of the new access and explore other ways to provide international graduates with permanent residence, especially if their education, training or work experience can help address emerging economic problems in Canada.
Government plans to work with provinces, regions and stakeholders to study how to improve the project based on selection, recruitment and retention.
2, "New Immigration Deal" 5 pillar methods
Sean Fraser also provided a latest strategy in parliament, including 5 "pillar methods" to help temporary residents become permanent residents of Canada.
Pillar 1: The government will complete immigration goals in the 2022-2024 immigration level plan. Canada is expected to usher in a record 431,645 new immigrants this year. By November 1, Fraser will submit a new immigration level plan for 2023-2025.
Pillar 2: The government will reform the Express Entry system to allow the Ministry of Immigration to invite candidates in accordance with economic goals. This new Express Entry draw may begin in early 2023.
Pillar 3: The Ministry of Immigration plans to adopt the new National Occupational Classification (NOC) issued in 2021 on November 16. This new occupation classification system will allow 16 new occupations to qualify for the fast track and remove 3 previously qualified occupations.
Pillar 4: The Ministry of Immigration is working to increase the number of French-speaking immigrants outside Quebec and add a new nomination program. The government also continues to work with provincial, regional and Canadian employers to seek new ways of immigration.
Pillar 5: The Ministry of Immigration is improving processing capabilities, improving customer experience and realizing a modern immigration system through technological improvements. The purpose is to shorten processing time and allow new immigrants to become Canadians as soon as possible.
