Canada will announce the latest immigration plan for 2023-2025

Every year, the Immigration Bureau will release an immigration level plan as a guide for how many immigrants are allowed to come to Canada every year. It includes the immigration breakdown of economic, family and humanitarian programs over the next three years. This year it shows forecasts for 2023, 2024 and 2025.

Under Canada's main immigration law, the Immigration and Refugee Protection Act (IRPA), the government must issue this announcement before November 1 of each year. This is the second immigration plan announced in 2022, the first release came in February after the latest federal election on September 20, 2021.

Under immigration laws, immigration plans must be announced within 30 days of reconvening the Parliament. In this case, the Parliament resumed its meeting in mid-January 2022.

Now the parliament is in full swing, and the government will continue to release the latest immigration plan as planned.

Current immigration plan 2022-2024

Canada’s goal is to receive 431,645 new permanent residents through all immigration categories in 2022. This target has steadily increased to 2024, reaching a total of 451,000 new permanent residents.

By 2022, Canada has welcomed over 300,000 new permanent residents. Most of them come from economic immigrants. The target of economic immigration in 2022 is 241,850, accounting for about 60% of the total number of immigrants. In 2022, it is also planned to accept 105,000 family immigrants and 8,250 refugees and humanitarian immigrants.

Once the new immigration plan for 2023-2025 is announced, these goals may change and will no longer be used as a reference for immigration goals of the Immigration Bureau.

What happens?

Usually, immigration programs contain new growth and are currently at the highest level ever. For example, about 10 years ago, the overall target for 2016 was 250,000 immigrants. In 2021, even during the uncertainty brought by the pandemic, the Immigration Bureau broke the record of receiving the largest number of permanent residents, totaling more than 405,000 people.

The current overall target for 2023 is 447,055 people, and then slightly increased to 451,000 people in 2024.

Immigration Bureau works with various other government departments and stakeholders to develop an immigration level plan, which will balance how permanent residents are allocated in each category and follow-up plan.

June, immigration minister Sean Fraser said in an interview with CIC News that he would consult with provinces to better understand their labor market needs, as some provincial immigration ministers criticized the current plan for not allocating enough places for provincial nomination programs (PNPs). The minister also said he could foresee a target of up to 500,000 new permanent residents per year in the coming years. However, he did not specify when it was.

According to data from the Immigration Bureau, as of August 31, there were 513,923 permanent residence applications pending processing. The Immigration Bureau recently announced that it is working to improve customer service and speed up processing times by hiring more than 1,000 new employees, moving to a 100% digital application process, and investing comprehensively to modernize the aging technology the department relies on.

Why do Canada welcome more immigrants?

Immigration Program was formulated in consultation with multiple government departments to support the Immigration Bureau’s work tasks, namely, welcoming and supporting immigration to achieve economic development, reunion of families and providing humanitarian assistance.

New immigrants are particularly important to the Canadian economy because they contribute through labor and income tax payments. For example, these taxes are designed to support infrastructure, health care, education, pensions, and more. The Canadian population is aging, and the baby boomers, those born between 1946 and early 1960s, are about to reach the retirement age of 65. The increase in immigration will help Canada continue to maintain its high quality of living.
