Every year, the Immigration, Refugees and Citizenship Canada (IRCC) publishes an immigration level plan as a guide to how many immigrants are allowed to come to Canada every year. It includes the immigration breakdown of economic, family and humanitarian programs over the next three years. This year it will show forecasts for 2023, 2024 and 2025.
Under Canada’s major immigration law, Immigration and Refugee Protection Act (IRPA), the government must issue this announcement before November 1 of each year. This is the second immigration level program announced in 2022, the first time in February following the latest federal election on September 20, 2021. Why are there two announcements this year?
2022-2024 plans not announced until February 2022, rather than the plans originally scheduled to expire on November 1, 2021.
After the election, the parliament did not resume meeting until November 22, 2021, and only 19 days after that, until the holiday began. In these cases, under the IRPA, the plan must be announced within 30 days of reconvening the Parliament. In this case, the Parliament resumed its meeting in mid-January 2022.

Current Immigration Level Plan
Under the 2022-2024 Immigration Level Plan, Canada’s goal is to bring 431,645 new permanent residents through all immigration categories in 2022. This goal has steadily increased to 2024, with a total of 451,000 new permanent residents.
By 2022, Canada has welcomed over 300,000 new permanent residents. Most of them come from the economic category. The target of economic immigration in 2022 is 241,850, accounting for about 60% of the total number of immigrants. The 2022 plan also targets 105,000 family immigrants and 8,250 refugees and humanitarian immigrants.
Once the new immigration level plan for 2023-2025 is announced, these goals may change and will no longer serve as a reference point for IRCC immigration targets.
Latest immigration level plan development

The IRCC recently announced that it is working to improve customer service and speed up processing by hiring more than 1,000 new employees, turning to a 100% digital application process, and investing comprehensively to modernize the aging technology the department relies on.
